<br />Februmy 15,2001 <br />Council Meeting Minutes <br /> <br />9. Ms. Patricia Scott Letter <br /> <br />Mr. March explained Ms. Patricia Scott, 7067 Goiffon Street, had submitted a letter to the <br />City requesting payment for services she would have provided the City for taping the <br />City Council meeting on Wednesday, February 14, 2001. She stated in her letter she was <br />not properly notified of the change of meeting date and as she was previously booked <br />was not able to attend. If the meeting had taken place on Wednesday as scheduled, she <br />would have been available and, as such, she feels she is entitled to payment. <br /> <br />Mr. March stated the City typically would not pay someone in this type of situation, <br />which is why this item is before Council. <br /> <br />Council Member Capra questioned whether there was an agreement between the City and <br />Ms. Scott stating she would be paid if the meeting was not held on a scheduled date. Mr. <br />March indicated there was nothing in writing. <br /> <br />Motion bv Council Member Caora. seconded bv Council Member Nelson to deny <br />the reauest for oavment from Ms. Scott. <br /> <br />Council Member Travis stated he had no problem paying her, as it was not her fault the <br />meeting was changed without much notice. <br /> <br />Council Member Broussard Vickers stated that even though there is nothing in writing <br />concerning Council meeting dates it has been the same two Wednesdays of the month for <br />a long, long time. Ms. Scott is a freelance professional who books her time and counts on <br />her income. She had booked Wednesday evening and was available to the City even <br />though the City changed the meeting date. She then stated she feels Ms. Scott should be <br />compensated for the meeting as she was available and the City did not provide much <br />notice to her of the change in meeting date. <br /> <br />Council Member Nelson asked how much notice Ms. Scott received. Mr. March stated <br />he believed she got approximately a nine (9) day notice. <br /> <br />Council Member Capra asked Staff to formally contact the cable operator and recording <br />secretary in the event of any future change in meeting dates or times. <br /> <br />All in favor. Aves - 2 (Caora. Nelson) Navs - 3 (Swedbel'2. Travis. Broussard <br />Vicken). Motion failed. <br /> <br />Motion bv Council Member Broussard Vicken. seconded bv Council Member <br />Travis to Day Ms. Scott the amount she would have received had she been oresent <br />for the meetinl!. All in favor. Aves - 4: Navs -1 (Caora). Motion carried. <br /> <br />Council Member Capra requested a friendly amendment to suggest a specific time to give <br />notice of a change of meeting.
