<br />City of Centerville <br />Council Meeting Minutes <br />January 8, 2003 <br /> <br />Ms. Moore-Sykes indicated the report has been completed, and a copy will be included in <br />the Council packet for next meeting. She indicated that she and Ms. Paulseth feel the <br />City will be found out of compliance for staff. She explained that this report is submitted <br />to the state every three years, giving a snapshot on 12/31. She stated the reason for the <br />non-compliance is that most unionized employees are male while non-unionized are <br />female, and there is still a difference in how they are being treated. She added that there <br />is still time to get into compliance. <br /> <br />Council Member Lee asked what the ramification was for being found out of compliance. <br />Ms. Moore-Sykes stated the City could be fined. She added that it is not unusual to be <br />found out of compliance, the important thing is taking steps to become in compliance. <br /> <br />3. Pending Issues <br /> <br />Mayor Sweeney stated he would like City staff to look at the pay structure for the City <br />Council. He stated he was involved in installing the current pay structure when he was <br />previously on Council and feels it is time to review. <br /> <br />Council Member Broussard-Vickers asked if the current structure could be compared to <br />other cities, then have Council review. Ms. Moore-Sykes stated there are several <br />comparison studies she can consult. <br /> <br />Council Member Capra indicated a resident from Eagle Pass had come in a few days ago <br />distraught about a situation at a building site. She stated she went with him to the site, <br />then returned to City Hall and brought Mr. Palzer back with them to look at the situation, <br />which involved debris on the street. They resolved to contact the developer and give him <br />24 hours to clean up the area. Mr. Palzer added that as of noon it had not been cleaned. <br /> <br />Council Member Capra recommended another call be made to the developer. Council <br />Member Broussard-Vickers felt a stronger position should be taken. City Attorney Hoeft <br />indicated the City has the authority to have someone come out and bill the developer. <br /> <br />Motion bv Council Member Broussard Vickers. seconded bv Council Member <br />Capra to direct staff to have area in Question cleaned and billed to developer due to <br />his lack of response. All aves. Motion carried unanimouslv. <br /> <br />Mayor Sweeney indicated he had spoken with Ms. Moore-Sykes about the structure of <br />management. He stated that currently the Council has the authority to hire or fire. He <br />wants to change that so the Council acts more as a Board of Directors and works through <br />Ms. Moore-Sykes, who would handle staff situations. <br /> <br />Council Member Capra indicated the Mayor is suggesting Centerville have a City <br />Manager, rather than City Administrator. Mayor Sweeney indicated he was not, just <br />proposing a different structure. <br /> <br />Page 16 of20 <br />
