<br />City of Centerville <br />Council Meeting Minutes <br />January 8, 2003 <br /> <br />Council Member Capra stated not even Lino Lakes, which is much larger than <br />Centerville, has a City Manager. Mayor Sweeney stated he was not concerned with how <br />Lino Lakes operated, but he desired this change to be on a referendum to be voted on by <br />the residents. <br /> <br />Council Member Broussard Vickers asked if more information on the type of structure <br />being proposed was available. Ms. Moore-Sykes concurred. <br /> <br />Council Member Lee stated that he does not see the need for this change since everyone <br />is a grown-up and should be able to take criticism. Mayor Sweeney stated he desired to <br />review a City Manager form of government. <br /> <br />Council Member Capra stated it would take an enormous amount of power away from the <br />City Council and would create a position of City Manager that would be paid more than <br />the current City Administrator's position. <br /> <br />IX. NEW BUSINESS (coot.) <br /> <br />1. Discuss Goals and Objectives <br /> <br />Ms. Moore-Sykes indicated the staff had put together their thoughts on strategic planning <br />and goal setting. Mayor Sweeney advised he is not looking for lengthy discussion at this <br />time, just Council's thoughts. <br /> <br />Mayor Sweeney indicated his thoughts for the main issues the Council should focus on <br />are: <br />. Water tower - during summer use it is sometimes emptied 10 times a day <br />. Road issues, road repair <br />. County Road 14 plan, ensuring it progresses with Centerville's interests in <br />mind. <br />. Drainage ponds (Mr. Palzer has been working on the water plan. All have <br />been surveyed and the plan is almost ready to be adopted.) <br />· Culverts (This relates to the road issues as well. Some have been redone <br />many times.) <br />· State budget cuts (It was noted state aid for 2003 will be $5,000, versus the <br />$9,000 received in 2002.) <br />. Parks <br />. Building design plans for new commercial buildings <br /> <br />Council Member Capra indicated she had attended a workshop with Ms. Moore-Sykes <br />addressing renovation of different districts. She felt it was very beneficial and is anxious <br />to share what they learned. <br /> <br />She asked how far along the meter reading project was. Ms. Moore-Sykes states training <br />has taken place. Mr. Palzer indicated there are at least five on-line, more will be added <br />soon. <br /> <br />Page 17 of20 <br />
