..

Centerville City Council
February 12, 2003
Meeting Minutes

3.

Resolution #03-002

Council Member Capra asked if the building permit fees were reduced. Ms. Moore-
Sykes indicated that would be done as part ofthe state requirements.

Council Member Broussard Vickers asked that the language for park and recreation fees
be changed to $3,000 or 10% of fair market value of property at the City's discretion.
She also indicated that the dance permit fee was left offthe list.

City Attorney Hoeft indicated the IRS mileage reimbursement is 34.5 cents

5. Waste Management - Residential Contract (2003 - 2009)

Ms. Moore-Sykes indicated that the City Clerk worked with Mr. Boyum to research the
abatement issue and it seems that, at one time, there was an abatement fee but that has
been rolled into the current services fee and an abatement fee is no longer applicable.

Council Member Capra questioned whether the sticker prices would be set for five years.
Mr. Boyum indicated that there is a 3% or CPI increase each year.

Mr. Boyum suggested that Waste Management would give the City a reduction in the
cost for service if the City desired to place garbage services on their water/sewer billing.

Council Member Broussard Vickers confirmed that Waste Management would be
sending out regular bills and delinquency notices. She then asked Staff to look into
whether the City would be interested in the responsibility of billing for trash.

Mayor Sweeney indicated he was not interested in paying for additional pickup.

Council Member Capra asked whether anything could be put in the pick up truck. Mr.
Boium indicated that anything could be brought in a pick up truck with the exception of
hazardous waste.

Council Member Broussard Vickers clarified that the $30 per truck load applies to items
that are not on the list with individual charges.

Council Member Capra asked how many stops that the extra makes while in Centerville.
Ms. Klennert Hunt indicated that Waste Management could provide that information.

Council Member Capra commented that the reason for the abatement fee was in an effort
to try to keep trash from sitting around the City.

Council Member Broussard Vickers indicated the City has come to a point in time where
residents need to reduce, reuse and recycle and those that are going to throw stuff need to
pay for it. She then said that she is not interested in subsidizing other residents' garbage.
