<br />Centerville City Council <br />February 12, 2003 <br />Meeting Minutes <br /> <br />City Attorney Hoeft commented that the City is 12 inches above the water table and that <br />is why even a slight change in grade causes issues. He then said that the City could <br />attempt to help control the process. <br /> <br />Council Member Broussard Vickers indicated that building fees would need to be <br />increased to cover the additional engineering costs. <br /> <br />Mayor Sweeney recommended an information packet to new homeowners and working <br />with developers to have them handed out to new homeowners. <br /> <br />Council Member Paar indicated that Mr. Carlson had told him there are cities that charge <br />an extra $200 to $300 for an extra inspection of the final grade. <br /> <br />Ms. Moore-Sykes indicated she had information from another City whose ordinance <br />states that all runoff will be retained on the property. <br /> <br />Motion bv Council Member Broussard Vickers. seconded bv Council Member <br />Capra to approve Resolution #03-009 declarinl!: that the Parkview Proiect is <br />complete and returninl!: escrow based on information from the City Enl!:ineer and <br />Staff. <br /> <br />Finance Director Paulseth indicated that this project is so old the warranty period is <br />expired. <br /> <br />VOTE: Aves - 4. Resolution #03-010 Approving Plans and Soecifications and Ordering <br />Advertisement for Bids <br /> <br />Motion bv Council Member Broussard Vickers. seconded bv Council Member Paar <br />to approve Resolution #03-010. Approvinl!: Plans and Specifications and Orderinl!: <br />Advertisement for Bids. <br /> <br />City Engineer Peterson provided an overview of the project. <br /> <br />Council Member Broussard Vickers indicated Council had discussed the developer <br />paying 50% of the rest of the project. Mr. Peterson indicated that this developer is paying <br />100% of the cost to get to the site whereas other developers have paid 50% to get to the <br />site and 100% within the site. <br /> <br />Council Member Broussard Vickers questioned whether those people in the path of <br />where the developer is paying 100% would be assessed for water. <br /> <br />Page 8 of15 <br />
