<br />, <br /> <br />Centerville City Council <br />February 12,2003 <br />Meeting Minutes <br /> <br />Ms. Moore-Sykes indicated the governor would be presenting his budget next week and it <br />looks like it mainly affects education and does not involve the City giving back money at <br />this time. She further commented that Centerville is too small to receive any money for <br />roads. <br /> <br />4. Capital Proiects Update <br /> <br />City Attorney Hoeft indicated none of the matters have settled and negotiations continue. <br />He also indicated that most have agreed something is owed but the amount has not been <br />agreed upon and one developer claims the City owes them. <br /> <br />5. Anoka County Patch <br /> <br />Council Member Capra indicated she would like a thank you letter sent to Norma Essex <br />for providing the quilt square for Anoka County when she is done. <br /> <br />6. Lifetime Achievement Award 2001 <br /> <br />Council Member Capra indicated that Robert LaMonte is not feeling well and, if he is <br />unable to attend the next Council meeting, his wife will accept the award on his behalf. <br /> <br />7. Pending Issues <br /> <br />Mayor Sweeney indicated that, after further discussion with some employees, he would <br />like to change the work session with employees to an employee appreciation dinner. He <br />then asked Staff to invite all City employees, their spouses, the City Attorney, Engineer, <br />and Recording Secretary. He also noted that Council Members would be expected to pay <br />for their own meals. <br /> <br />Council Member Broussard Vickers asked how many employees the City has. Ms. <br />Moore-Sykes indicated there are nine employees and five Council Members. <br /> <br />Council Member Capra indicated that she had sent a memo outlining her concerns and <br />stating her position on the matter. She then said that he is concerned that Staff needs to <br />be paid if they attend the meeting and she believes it is against the law to purchase <br />dinners for Staff. <br /> <br />City Attorney Hoeft indicated he does not think that it is against the law. He then <br />commented that the League of Minnesota Cities has provided information on issues <br />brought up by the previous State Auditor and employee appreciation lunches or events <br />are not a violation of the law. <br /> <br />Mayor Sweeney indicated it would be a moral booster. <br /> <br />Council Member Lee indicated he would be willing to donate a portion of his Council <br />paycheck to help fund it ifthere is an issue. <br /> <br />Page 13 of 15 <br />
