" ' ' .

. 1, . City of Centerville
February 13, 2002
Council Minutes
Mayor Swedberg explained that compensation is not oftered by the Chief and said that
the Commission was delayed in providing the salary structure to the Chief.

Council Member Broussard Vickers asked if the dollar amount to be contributed by
Centerville for the Chief and Deputy Cbiefhad been decided.

Mayor Swedberg commented that the new officer that is low cost now through the grant
program would cost more later and needs to be considered when budgeting.

Council Member Broussard Vickers commented that the City could be looking at
$30,000 to $40,000 for this year and noted that union negotiations started this year for
next year's pay.

Council Member Broussard Vickers commented, after hearing the possible needs for the
police force, that the dollar amount could be $75,000 to $100,000. She then said she
would like to support increases for the police department but does not know where the
money would come :from due to budget constraints.

Ms. Moore-Sykes indicated that continued street presence out on Main Street to eHminate
the number of overweight trucks cutting through the City would be helpful. She then
commented that she sees someone pulled over every day in the City.

Mr. Anderson said he feels the Chief and the Deputy Chief would be embarrassed to
discuss a salary increase and would prefer that any money added be given to the street
officers to keep them and stabilize the department.

Council Member Broussard Vickers commented that she would think that all cities'
ability to pay more and more would level out. She then commented that she would love
to give them a raise but does not know how to fund that.

5. Spring Lake Park Lions Fete des Lacs Raffle Proceeds

Ms. Moore-Sykes indicated that the City bad received a donation of $1,913.00 :from the
Spring Lake Park Lions and noted the Lions bad indicated they would like the funds to be
put to~ a city park or sheker.

Council Member Capra commented she had not seen anything in writing but had heard
that there was talk of using some of the gambling funds to build a pavilion.

Council Member Broussard Vickers indicated that the Park and Recreation Commission
thought the money would be put into their budget for the Committee to decide where to
use the funds.

Mayor Swedberg said one of the adjusting entries is $34,000 for the Fete des Lacs
festival and he would like the money from the Lions to be used to defray some of those
costs rather than drawing down the general fund.

Page 19 of25
