City of Centerville Februa1y 13. 2002 Council Minutes Council Member Broussard Vickers clarified that this would be a commercial dog kennel in the industrial park not a personal kennel She then indicated that the number of dogs would be determined by what the business would support and the City cannot regulate that. Mayor Swedberg indicated he was concerned that the dog kennel may disturb the adjoining properties in the industrial park. Council Member Nelson commented she would like to see the p1anU1ng and Zoning Commission actually present Council with the explanation of how the situation meets each of the qualifications. Council Member Broussard Vickers indicated that there is a findings of filet form that was never approved by Council and suggested bringing that form back. Council Member Broussard Vickers asked if Staff bad any variances for the next meeting. Ms. Bender indicated she did not. Ms. Moore-Sykes indicated she was responsible, as the staff planner for another city, for using the findings of filet form to provide information to the Planning Commission and is willing to do that for Centerville. Council Member Nelson said she wanted to make the motion as a directive and she feels strongly about it. She then commented that there had been discussion at the Planning and Zoning Commission meeting concerning the granting ofvariances that concerned her. Council Member Capra suggested a :friendly amendment to include the statutory conditions as suggested by City Attomey Hoeft and to require that the findings of fact form be used by Staff and the Planning and Zoning Commission. Council Member Broussard Vickers reported the Planning and Zoning Cotrmli~n had discussed the Committee's role in the City with the realization that the parks are built out and the Committee will need to shift into ma.intenance mode.
