The issue is trying to get approval, so <br />they can make long range planning. <br /> <br />City Attorney Glaser stated that the timeframe is too long, and a lot of things could change <br />in that time. He stated that it would be unrealistic to make agreement that extends that <br />long. <br /> <br />Mayor Capra stated that there would be a concern about future drainage requirements. <br /> <br />Councilmember Broussard-Vickers inquired how this could be guaranteed that far into the <br />future. <br /> <br />City Attorney Glaser stated that, if they bind themselves to this today, it could cause <br />problems down the road. <br /> <br />Councilmember Lee stated that there are things beyond this Council's control. <br /> <br />Councilmember Broussard-Vickers stated that she does not believe any City could give <br />Mortenson that type of guarantee. <br /> <br />City Engineer Statz stated that he would be all right with initial site plan and, if that is <br />agreeable with Mortenson, they could go forward. He stated that the future Council would <br />see that it was looked upon favorably by the past Council. <br /> <br />Councilmember Paar stated that he would not like to turn businesses away that want to <br />come to Centerville. <br /> <br />Mr. Barry Morpan, representing Mortenson Construction, stated that they are looking at <br />2015 for the 2" Phase. He added that there is flexibility with the site, as they will only be <br />using 70% of it. <br /> <br />Councilmember Paar inquired about what the Planning and Zoning Commission thought <br />about this request. <br /> <br />Councilmember Broussard-Vickers replied that they thought it was great, that it met all the <br />conditions, and that the building was fine. <br /> <br />Mayor Capra inquired whether Mortenson is looking at just a Site Plan approval. <br /> <br />Councilmember Broussard-Vickers stated that, if they could do the first and second <br />building within 10 years, it would be subject to the current building codes. <br /> <br />City Attorney Glaser stated that the City has the desire to approve it but is asking how to <br />assure needed flexibility. <br /> <br />Page 5 of 10 <br />
