OLD BUSINESS <br /> <br />1. DocklBridges - DrainagelUtility Easements (Reconsider?) <br /> <br />Council Member Paar stated this issue was discussed at the last meeting, noting the <br />consensus was to consider bridges the same as docks. <br /> <br />Motion bv Council Member Paar_ seconded bv Council Member Lee to recall the <br />orisdnal motion for the removal of brid2es in draina2e1utilitv easements. All in <br />favor. Motion carried unanimouslv. <br /> <br />Council Member Paar stated bridges must be accessed for drainage/utility easements, but <br />they need to have a permit and an inspection by Public Works. He added bridges should <br />be downscaled such as with no railings. <br /> <br />Council Member Lee suggested the problem might lie with the size of the easement. Mr. <br />Peterson replied usually the amount of easement granted is due to the depth or width. <br /> <br />Mr. Larson stated an agreement needs to be signed that if the bridge needs to be moved <br />for the City, the property owners would it. Mayor Capra replied Council could write <br />guidelines to protect the City. <br /> <br />Council Member Terway stated a structure is fine if that is the only way to access land <br />but the City needs to ensure bridges are not popping up allover town. He added they <br />should be allowed only with a written agreement and permit, noting the owner pays all <br />costs incurred if the City has to go in and maintain. <br /> <br />Council Member Paar stated Public Works could verify the necessity. <br /> <br />Mr. Larson stated if insurance is required, permits should be renewed annually to ensure <br />owners have insurance. <br /> <br />Council Member Paar asked what if the property owner sells their property. Mr. Larson <br />replied the encroachment agreement should be recorded. <br /> <br />Council Member Lakso how many accommodations will the City be making. Mr. Larson <br />replied he believes there is less than a dozen. <br /> <br />Council Member Lee asked of the dozen, how many are a necessity?
