City of Centerville <br />Council Meeting Minutes <br />October 12, 2005 <br />7.Planning and Zoning Commission Recommendation Regarding Snowmobile Use <br />(Ordinance #17-A) <br />Mr. Larson stated this ordinance is an amendment by the Planning & Zoning <br />Commission. He noted a sub-committee was created to resolve conflicts between <br />property owners and snowmobilers and they came back with recommendations after a <br />public hearing. Specifically, the ordinance notes a direct route in and out and the banning <br />of studs. Another recommendation suggests the City help in enforcing the rules by <br />provide pamphlets with rules and signage. <br />Council Member Lakso asked about hours of operation and if the concern is noise. Mr. <br />Larson replied use is restricted after certain hours; noise is one of the issues. <br />Council Member Paar noted this ordinance is one step closer to banning snowmobiles. <br />Motion by Council Member Paar, seconded by Council Member Lee to approve <br />Ordinance #87 amending Ordinance #17-A (Snowmobiles). All in favor. Motion <br />carried unanimously. <br />8.Change Order #1 – Mound Trail Water Main Extension <br />Mr. Peterson stated this change order enables the pipeline to be increased. <br />Motion by Council Member Lee, seconded by Council Member Terway to approve <br />Change Order #1 as presented. All in favor. Motion carried unanimously. <br />9.Resolution #05-047 - Supporting the Requirement of Holding a Referendum for the <br />Funding of a Sports Stadium (Vikings) <br />Mayor Capra stated the resolution supports holding a referendum, as stated by law, for <br />the funding of a sports stadium. She suggested only the City of Blaine look at doubling <br />their sales tax to 1.5% and vote on the referendum because they would benefit. <br />Council Member Paar requested on Now Therefore Be It Resolved, government be <br />changed to governing. <br />Motion by Council Member Lakso, seconded by Council Member Paar to approve <br />Resolution #05-047 as presented with the one minor word change. All in favor. <br />Motion carried unanimously. <br />10.Resolution #05-048 - Establishing Hook-Up Charge to Mound Trail Water and/or <br />Sewer Mains <br />Mr. Larson stated the project is moving forward as planned. A few property owners asked <br />what hooking on costs would be. The proposed final cost is $4,850 in lieu of an <br />Page 9 of 12 <br /> <br />
