City of Centerville City Council Meeting October 22, 2008 • There has been a large attraction to the Centerville School District by non-resident parents/students (610 students in vs. 216 students out), which generates $2-2.5 million dollars per year. Dr. Worner stated that this is a tribute to Centerville. • They have shown outstanding evidence of fiscal accountability. Centerville has a quality School District, despite diminutive funding level (Centerville is one of the lowest funded School Districts.) • The School District has maintained spending promises associated with their 2005 Operating Referendum ($2.1 million). Also, regarding Fiscal Accountability, Dr. Worner reported on the following: • Investment of Levy Referendum in Fund Balance (grew from 2,631,875 in 2005-06 to 7,252,773 in 2007-08) - In 10 years, they received funding less than the rate of inflation. • Bond Refundings (three in three years, to save taxpayers $5 million) • Complimentary Annual Audit (no findings) • Competitive Grants • Low-Spending School District Dr. Worner stated that some of the School District's major upcoming focuses/initiatives/ challenges are: • Intensified Focus on Learning and Achievement (NCLB Statute) • Selection of New Superintendent of Schools • Declining Enrollment/Aging Population (Which happens when a community matures.) • Ten (10) Years of Sub-Inflationary Funding Improvements from the State of Minnesota • Unfunded Mandated Laws (e.g. Special Education) • Deteriorating Fund Balance/Reserves • Near Future Budget Reductions • Near RenewaUIncrease of Operating Levy -The School District will have to ask citizens for help. NEW BUSINESS Proclamation -Homelessness Awareness Month Motion by Council Member Broussard-Vickers, seconded by Council Member Lee, to approve the Homelessness Awareness Month Proclamation.
