City of Centerville <br />Planning and Zoning Commission <br />January 6, 2009 <br />IV. NEW BUSINESS <br />None <br />V. DISCUSSION ITEMS <br />1. City of Lino Lakes Comprehensive Plan <br />Chair Love reported that he had reviewed Lino Lakes' Research Management Plan. <br />City Administrator Larson showed the Commission some slides of the Appendix A that was in their <br />packet. He explained how some of the work Lino Lakes did overlaps with Centerville and identified <br />wetland issues. Lino Lakes created a wetland corridor boundary, which affects part of Centerville. <br />Because of the way Lino Lakes put together this Plan, Centerville may need to be included in some of <br />the issues. <br />Discussion ensued. <br />Chair Love inquired as to why the wetland corridor boundary would be placed next to ahigh-density <br />area. City Administrator Larson replied that was a question Centerville may need to ask. <br />Councilmember Broussard-Vickers stated that there is a substantial piece of land in the area that is <br />wetland. She suggested advising Lino Lakes that Centerville does not want high density next to its <br />wetland corridor boundary. <br />Chair Love stated that he has a concern about the Sports Complex, because that area is already crowded. <br />He added that adequate parking would be required. <br />Chair Love inquired about the 35E Corridor development. City Administrator Larson replied that there <br />are no definite plans regarding that at this time. <br />Councilmember Broussard-Vickers stated that, originally, Target was considering the 35E Corridor. <br />She added that a big piece of that area may be taken up by interchange expansion. <br />City Administrator Larson showed the Commission the 2030 Future Land Use Plan map, and pointed <br />out that it was not the final version. <br />Chair Love stated that he would like to have Lino Lakes change some of their color scheming to make <br />the separate areas easier to define. <br />City Administrator Larson stated that he will talk to Lino Lakes about the high density area. <br />Commissioner Pangell inquired why the speed limit on Highway 14 is 35 mph farther north on the other <br />side of the bridge, but 45 mph in Centerville's downtown area. He stated that police are spending a lot <br />of time stopping speeders on the 35 mph area of Highway 14. <br />City Administrator Larson stated that they would not want to do a speed study at this time because of the <br />new road construction.
