I

I

I

City Council Meeting Minutes
July 22. 1992
page three

would the City finance the purchase of said furnishings.

The Clerk/Administrator advised that there are no furnishings in
the guaranteed maximum price and there are no plans to purchase
additional furnishings for the building. She advised that it
appears to be the plan of the City Council to utilize the current
furnishings of the old City Hall. She did advise that the
Columbus Lions Club did donate monies to the City of Centerville
for the purchase of a new Council Chamber table.

Mr. Davis suggested that versus spending money on City Hall
facilities, the City Council use those funds to finance the Rice
Creek Watershed Flood Reduction Project to possibility eliminate
the $2.00 quarterly charge for the storm sewer fee and possibly
purchase fire equipment.

The City Council members explained that the City of Centerville
belongs to a Centennial Fire District which has a fifteen year
capital improvement plan. They advised that the City of
Centerville pays an appropriate percentage on each purchase of
fire apparatus as agreed upon through the Joint Powers Agreement
of the District. Thus it appears that all fire equipment
purchases have been planned for with future capital improvement
funds as agreed upon by the three cities. They also explained
the difficulty to isolate one project such as the Flood Reduction
Project and utilize general funds for such an improvement and not
utilize general funds for other improvements such as road
reconstruction, municipal water installation, sewer installation,
etc.

Mayor Buckbee advised that everyone always has an opinion or
issue as to how to utilize City funds. He advised the
construction of the building is needed and in his opinion, it
makes sense and is a good move for the City. He advised that the
building plans are going through their third modification. The
building is bare bones, but it is something to be proud of. He
noted that if the City were to continue the utilize the current
building and if it were to be continued to be used for meeting
purposes the City would have to bring the building up to code.
He advised it has been estimated that it would cost approximately
$83,000.00 to remodel the current facility. Mayor Buckbee noted,
in his opinion, he would rather spend a few extra dollars for new
construction with additional room versus remodeling the current
facility. He noted the savings in doing the fire hall and city
facility at the same time (one bond, one time financing, etc.).
He noted that the building climate is good now and if the City
were to consolidate, at least there would be a meeting place for
the citizens in this area.
