<br />City Council Meeting Minutes <br />July 22, 1992 <br />page four <br /> <br />Mr. Davis noted that he sees the jars around town requesting <br />donations for fireworks and the City requested volunteers to <br />assist with the playground equipment. He appeared to insinuate <br />that these two actions suggest a poor financial situation for the <br />City of Centerville. Mr. Davis appeared to further suggest that <br />the municipal facility is being built for the contractors, the <br />developers and City Council members. Not the residents of <br />Centerville. <br /> <br />Council member Pelton noted that the contracting and developing <br />in the town is for City businesses and homes. Those businesses <br />and homes turn into property owners and residents. <br /> <br />Mayor Buckbee added that the construction of the municipal <br />facility is not a personal issue. He advised that four council <br />seats are up for election in November. With the upcoming <br />election it is possible that none of the four Council members <br />whose terms are expiring would be there to enjoy the facility. <br />He advised that he is working on the municipal facility for the <br />benefit of the citizens of the City of Centerville. <br /> <br />Lake Sanitation - Volume Base Billin2 <br />Mayor John Buckbee presented a counter proposal to Lake <br />Sanitation for volume based billing. He reiterated from previous <br />meetings that he would like the volume based billing to be <br />revenue neutral to the citizens of Centerville. <br /> <br />Lee LaBore, Attorney for Lake Sanitation, advised that Mary Ayde <br />of Lake Sanitation does agree with the counter proposal and that <br />she will send letters out to the citizens of Centerville <br />outlining the three different services available. He advised <br />that Lake Sanitation would like the proposal to be reviewed next <br />spring for problems. <br /> <br />Mary Ayde of Lake Sanitation was also present at the meeting. <br />Ms. Ayde advised that she will send information out in the August <br />1st billing to residents with an application for volume based <br />billing. She would hope to know who would like to be on this <br />system by August 1, 1992. She advised that there would be an <br />administrative charge of $5.00 for switching from full service to <br />volume based, however, there will be one time per year at which <br />there would be a open enrollment where any citizen would be able <br />to switch from full service to volume based or visa versa at no <br />charge. <br /> <br />Mayor Buckbee advised he wanted to make it clear that the people <br />should know the current volume based proposal represents a three <br />percent cost increase. He also advised that he would like the <br />Lake Sanitation Contract to be re-visited in May 1993 and is very <br />disappointed that the Contract is one-sided to Lake Sanitation. <br />
