<br />City Council Meeting Minutes <br />July 22, 1992 <br />page five <br /> <br />Motion by Buckbee, second by Pelton to adopt the new rate for <br />volume based billing based upon the counter proposal submitted at <br />this meeting by Mayor Buckbee, subject to implementation by Mary <br />Ayde of Lake Sanitation; <br />the Centerville City Staff shall first in mailings sent <br />out to the public by Lake Sanitation regarding this <br />issue; <br />the rates represent a three percent cost increase based <br />upon the assumption of 100% recycling participation; <br />once per year there shall be open enrollment at which <br />time there will be no charge to residents to switch <br />from volume based billing to full service or vice <br />versa; <br />and the Lake Sanitation Contract is subject to review <br />and revision in the Spring of 1993, <br />motion carried unanimously. <br /> <br />PETITIONS AND COMPLAINTS <br /> <br />Noise Com~laint - Waterwork~ Bar <br />A petition was presented to the City Council which states that <br />because of the noise extending beyond 10:00 p.m. which carries <br />profoundly around the water boundary areas of the Waterworks <br />establishment, its annoyance to the peace and quiet of the <br />neighboring residence and because it continues in spite of <br />numerous calls to the police department, we are asking for <br />solution from the City Council to effect the limit to this noise <br />and/or police patrol from 10:00 p.m. until closing. A copy of <br />this petition is on file with the Clerk/Administrator. <br /> <br />The following persons were present at the meeting and addressed <br />the issue: <br />Sally Timmers, 1541 LaMotte Drive, Lino Lakes <br />Bernard Ward, 1549 LaMotte Drive, Lino Lakes <br />Kathy MacDonald, 6901 LaMotte Drive, Lino Lakes <br />Tom Olson, 7261 Main Street, Centerville <br />Russ Almendinger, 1305 Mound Trail, Centerville <br />Buck Timmers, 1541 LaMotte Drive, Lino Lakes <br /> <br />Rich DeFoe, Owner of the Waterworks Bar, was also present. He <br />advised that he has tried to talk to the neighbors and he has <br />gone down to LaMotte Drive to speak to the people. The people <br />appeared to be nice and wanting to work things out. He advised <br />that last year he did things differently then he does now. He <br />found out that there are things that he can and can't do, such as <br />D.J.'s and outside bands. He noted that for the Centerville Days <br />he tried to move the speakers to absorb some sound and to try to <br />minimize noise across the lake. He has placed bouncers in the <br />parking lot 90% of the time to reduce the parking lot noise. If <br />music is a problem he can control that. If partying outside of <br />
