<br />City Council Meeting Minutes <br />June 24, 1992 <br />page four <br /> <br />~ound Trail - Petition for Im~rovement by Skin Patch, Seal Coat <br />or Overlay <br />John Stewart, City Engineer, advised that the west end of Mound <br />Trail appears to be in the worst shape. Last fall he discussed <br />the possibility of an overlay with the Engineering Liaisons and <br />the options of the assessing said overlay. He advised that the <br />last 200-300 feet of Mound Trail appears to be breaking up and <br />there is a 10 to 14 inch difference in height of the road and <br />slew. This effects the strength of the road. He suggested that <br />overlaying the west area may have the same effect as placing a <br />band aide over an open wound. He noted it is preferred that <br />there is usually a three foot separation in the road level and <br />water. <br /> <br />Floyd Laska, 1393 Mound Trail, was present at the City Council. <br />He noted that the City did overlay Mound Trail in 1988 and that <br />this maintenance did hold up well. <br /> <br />Motion by Pelton, second by Buckbee to accept the petition of 35% <br />or more of the real property owners that have frontage abutting <br />Mound Trail between Main Street southwest to Centerville/Lino <br />Lakes City boundary line requesting that such street be improved <br />by skin patch. seal coat and/or overlay and that the City <br />Engineer be directed to prepare a report addressing said <br />improvement to include methodology and costs. motion carried <br />unanimously. <br /> <br />OLD BUSINESS <br /> <br />Municioal Buildin~ Uodate <br />Motion by Pelton. second by Burgstahler to approve the issuance <br />of a $3,000.00 cash surety to the Rice Creek Water .Shed District <br />for the permit to construct on the proposed municipal building <br />site. motion carried unanimously. <br /> <br />Matt Gertschalager of Gilbert Construction was present to address <br />the City Council regarding Gilbert Construction's contract for <br />Construction Management. <br /> <br />Mayor Buckbee requested a financial statement disclosure from <br />Gilbert Construction. <br /> <br />Mr. Gertschalager advised that he would not be the primary <br />contract person during the construction phase. He advised that <br />both of the persons who could be contacts would come to the next <br />Building Task Force meeting and that the City of Centerville <br />would only be charged for one of those persons at the meeting. <br />He advised that the two persons would not both be involved in <br />future meetings which could result in the payment of two fees by <br />the City of Centerville. <br />
