He also requested that City Staff put together <br />expenditures to date for City Council review. <br /> <br />Motion by Burgstahler, second by Wilharber to hold a working <br />session on Monday, June 8, 1992 to discuss the Clear Water Creek <br />Flood Reduction Project; Staff shall inform the Department of <br />Natural Resources that the City of Centerville is continuing to <br />gather information regarding this issue and this is further <br />complicated by a letter from the Rice Creek Watershed District <br />dated May 18, 1992, motion carried unanimously. <br /> <br />Motion by Burgstahler, second by Pelton to authorize payment of <br />services to date to Bruce Malkerson of Popham and Haik of <br />$3,306.00, motion carried unanimously. <br /> <br />Council member Pelton also expressed frustration and suggested <br />that a Council representative speak to the Anoka County <br />Commissioners regarding the Rice Creek Watershed District Board <br />Members. <br /> <br />Council member Burgstahler suggested that he somewhat understood <br />the Rice Creek Watershed District actions, as many agencies are <br />now under pressure for litigation. Many of the property owners <br />within the City of Centerville complained about the Clearwater <br />Creek Flood Reduction Project and the District response to the <br />complaints appears to be an ultra conservative "dot all the i's <br />and cross all the t's" attitude. It should be noted that the <br />laws are some what fuzzy with regard to watershed districts and <br />that this project is very unique. Council member Burgstahler <br />expressed his opinion that he did not feel that the Rice Creek <br />Watershed District has been trying to be obstructionists with <br />regard to the project, but that they may have been mis-guided by <br />the many people in Centerville who expressed negative concern <br />about the project and made the District fearful of litigation. <br /> <br />Council member Pelton continued that all the i's should be dotted <br />and all t's should be crossed. However, the City of Centerville <br />has been working on this project since 1988. Council member <br />Pelton did state that she felt that the District was stonewalling <br />and their negative attitude was offensive. She felt that they <br />are unduly wasting tax payer dollars. She noted that the City <br />has a commitment of County funds for the project.
