<br />City Council Meeting Minutes <br />May 13, 1992 <br />Page seven <br /> <br />Council member Pelton asked <br />Attorney to find out whether <br />soils without going through <br />contractor. <br /> <br />the City Staff to contact the City <br />it is legal or appropriate to swap <br />the bidding process with the local <br /> <br />NEW BUSINESS <br /> <br />Peltier Lake Drive Culvert Correction <br />John Stewart, City Engineer, was present to address any questions <br />or concerns that the City Council may have regarding this issues. <br />It was noted that in the late 1970's the Peltier Lake Drive <br />culvert was installed without a Rice Creek Watershed or <br />Department of Natural Resources approval. The culvert size is <br />inadequette. The City of Centerville received a letter from the <br />Minnesota Department of Natural Resources dated April 23, 1992 <br />regarding this issue. The Department of Natural Resources <br />suggests two possible solutions to the incorrect size of the <br />culvert. Either the Flood Insurance Rate Map for the City of <br />Centerville should be revised to reflect the flooding caused by <br />the Peltier Lake Drive culvert or the Peltier Lake Drive culvert <br />should be modified to reduce flood elevations (replace culvert). <br />Mr. Stewart advised that the culvert appears to be one half of <br />the size required. Mr. Stewart put together a map indicating the <br />approximate easement areas that could be required to be obtained <br />by the City of Centerville should the Peltier Lake Drive culvert <br />not be enlarged. <br /> <br />A copy of the Department of Natural Resources letter dated April <br />23, 1992 and a copy of John Stewart's preliminary map indicating <br />possible easement areas is on file with the Clerk/Administrator. <br /> <br />Motion by Pelton, second by Wilharber to direct City Staff, City <br />Engineer and City Attorney to scope out the range of costs and <br />procedures to: <br />1. Replace the Peltier Lake Drive Culvert. <br />2. To obtain easements south of the culvert to Main <br />Street. <br />3. To do nothing with the project. <br />the Staff shall also investigate financing, motion carried <br />unanimously. <br /> <br />Motion by Wilharber, second by Pelton that the remainder of the <br />City Agenda shall be prioritized so those persons in the audience <br />waiting shall be addressed first, motion carried unanimously. <br /> <br />Noble Weldin2 - Site Plan <br />Matt Geretshlager, Gilbert Construction, and Bob Sorg, owner of <br />Noble Welding, were in attendance to present their site plan to <br />the City Council for the building of a 7,500 square foot <br />
