<br />City Council Meeting Minutes <br />April 8, 1992 <br />page three <br /> <br />that the Carlstrom Group was not taking in all the direction <br />given by the Building Task Force and may not be proceeding as <br />quickly as anticipated. She noted that Al Mjorud originally was <br />the second choice when considering Architectural firms. She <br />advised that Mr. Mjorud suggested the City of Centerville may not <br />be able to break ground until September or October. Council <br />member Pelton recommends terminating the City relationship with <br />the Carlstrom Group. <br /> <br />Motion by Buckbee, second by Pelton to terminate services between <br />the Carlstrom Group and the City of Centerville, motion carried <br />unanimously. <br /> <br />Motion by Buckbee, second by Dario to negotiate with the <br />Carlstrom Group under the advise of the City Attorney for a fair <br />and reasonable settlement with the Carlstrom Group using <br />$2,930.00 as a base; adjustments to the $2,930.00 base will <br />require City Council approval, motion carried unanimously. <br /> <br />Motion by Buckbee, second by Pelton that the City of Centerville <br />shall enter into an agreement with Al Mjorud Architect for <br />architectural services for a municipal facility within the City <br />of Centerville, motion carried unanimously. <br /> <br />Police Service <br />Motion by Burgstahler, second by Wilharber to table discussion of <br />1993 Police Service until after the next Common Grounds meeting <br />with the Cities of Circle Pines, Lexington and Lino Lakes, motion <br />carried unanimously. <br /> <br />Volume Based Billing - Lake Sanitation <br />Mayor Buckbee noted that there is no word from Lake Sanitation to <br />date, but it is expected that the City shall hear from them soon. <br /> <br />Waterworks Bar <br />Rich DeFoe, owner of Waterworks Bar, was present at the meeting. <br />Mr. DeFoe advised that he has a complaint regarding the fishing <br />on County 14 (Main Street) where Peltier Lake and Centerville <br />Lake join. Mr. DeFoe requested City pressure to eliminate <br />fishing in this area as he felt it was a hazardous situation. He <br />noted he has been advised that the Anoka County Park Board will <br />find out by April 15, 1992 if a fishing pier to re-Iocate the <br />fisherman will be funded. <br /> <br />l_ <br /> <br />Motion by Pelton, second by Dario to direct City Staff to write <br />to Dave Torkildson, Director of Anoka County Parks, to expedite <br />if possible the installation of a fishing pier to re-locate <br />fisherman on Main Street where Centerville Lake and Peltier Lake <br />meet and to end the banning of fishing in this area; the Park <br />Department shall also be requested to change the garbage pails <br />
