<br />City Council Meeting Minutes <br />April 8, 1992 <br />page four <br /> <br />and provide informational signs to the fisherman suggesting they <br />fish elsewhere, motion carried unanimously. <br /> <br />Mr. DeFoe requested that an outside band be allowed during the <br />City Celebration and be allowed to play from 8:00 p.m. until <br />midnight. Mr. DeFoe shall work with the Circle Pines/Lexington <br />Police Department to direct noise appropriately. <br /> <br />Motion by Pelton, second by Dario to grant a Special Use Permit <br />from Ordinance #4 to the Waterworks Bar to allow the outside band <br />to play 8:00 p.m. until midnight during one night of the City <br />Celebration, motion carried unanimously. <br /> <br />Tom Norrell, Norrell Productions, was present representing the <br />Minnesota Jet Ski Association. Mr. Norrell advised that this is <br />the fourth season that he has been associated with water craft <br />racing. He noted that he would go to Anoka County and the Coast <br />Guard for permits for the events. He advised that he was present <br />at this meeting to look for the grace of the City of Centerville <br />and to clear up any possible misunderstandings. He noted that <br />the events would take place on Centerville Lake. Mr. Norrell <br />noted that a jet ski is considered a boat. He also noted that <br />for the event they would leave no structures. Any markers would <br />be put in in the morning and taken out in the afternoon. It was <br />suggested that the dates for the event be June 7th, 14th and <br />18th; July 12th, 19th and 26th; and August 1st and 2nd. He <br />noted that the race area would be confined and buoyed off and <br />that if the racers did not abide to the confined area they would <br />be out of the race. He noted that no neighbors are close enough <br />to bother and that boat launches will not be a problem. Mr. <br />Norrell noted that the City of Forest Lake, Hampton Beach Lodge <br />and Garrison Bay all seemed to have been happy with the events <br />that have taken place on their lakes. He suggested that on the <br />high side there would be 60-80 racers and many more spectators. <br />He advised that in the past jet skis races only involved a stand <br />up a machine and now the sit down machines are allowed in racing. <br />He noted while racing only 6-10 racers go out at a time. With <br />regard to his organizational benefit, Mr. Norrell advised that <br />spectators come they sell concessions (which Rich DeFoe at the <br />Waterworks Bar will do this year) and they sell sponsorships. <br /> <br />~ <br /> <br />Mayor Buckbee noted that many water skiers are coming out on both <br />Centerville and Peltier lakes and in the past the area has been <br />quite quiet. He noted, in his opinion, many people would not be <br />happy with the events. <br /> <br />The Clerk/Administrator had noted two City Ordinances which <br />address noise. Ordinance #49 particularly addresses the time <br />noise is allowable and Ordinance #4 particulary addresses City <br />
