<br />CITY COUNCIL MEETING MINUTES <br />DECEMBER 9, 1992 <br />PAGE THREE <br /> <br />6B. CENTER HILL - THIRD ADDITION - CHANGE ORDERS <br /> <br />The City Engineer presented an explanation of the previous Center <br />Hills, Third Addition change orders as requested by the City <br />Council. No action taken <br /> <br />ADDITIONAL ITEM lA. - CLEARWATER CREEK BRIDGE - PRELIMINARY COST <br />ESTIMATES. <br /> <br />John Stewart presented the preliminary cost estimates for the <br />pedestrian bridge project across Clearwater Creek. Mr. Stewart <br />determined that the estimated costs of connecting the lot on <br />Grange View to the Centerville Elementary School property would <br />be approximately $75,000.00 to $85,000.00. Additionally, 300 <br />feet of 8 foot wide bituminous pathway would cost approximately <br />$20,000.00. Mr. Stewart noted that this quote did not include <br />the cost of fencing or lighting or the purchase of the parcel of <br />property on Grange View. <br /> <br />Clerk/Administrator Siebenaler indicated that he contacted the <br />realtor for L~Allier Estates and discussed the possible earnest <br />money contract for a 120 day option. Upon consultation with the <br />owner the realtor indicated that the property could be purchased <br />through an earnest money contract for 120 days if the City would <br />absorb the $938.19 water assessment which is pending against this <br />property. Mr. Siebenaler also indicated that the realtor would <br />accept an offer to purchase and thereby hold the property until <br />another offer is received in which case the City would have 14 <br />days to make a decision to purchase. The realtor also indicated <br />that the owner has offered the property to the City for <br />$32,000.00 over the past two years. <br /> <br />Council member elect Mary Jo Helmbrecht expressed her concern for <br />the safety of the children using the pathway between the houses <br />and school and crossing the creek. She further indicated that <br />Mill Road would still be used by students and that she would <br />rather provide a walkway on Mill Road than to invest in the creek <br />pathway. <br /> <br />Jerome Helmbrecht, 1745 Main Street, was present at the meeting <br />and commented on the proposed L~Allier Estates walkway. <br /> <br />Upon further discussion Mayor Buckbee recommended that the City <br />staff check into possible funding sources including the School <br />District and possible grant monies. <br /> <br />Council member Wilharber expressed his concern for the continued <br />cost of maintenance of this pathway. <br />
