Cen.ter"vi.lle Compret1ensive Plann The fourth phase is the marketing phase which could involve a community brochure, community profile and possibly a city video. He noted that Centerville does have local talent with regard to video capabilities. He noted that the city would have to pass a marketing exam to become a Star City Program which would involve staging and formal presentations. Me noted that the major goal of the project is not a sign on the city entrance, but to enhance the talents of t.hE,' city. Mr. Brenner advised that it is possible t.o hire a consultant who would complete the work for the city, but the State appears to recommend against this process as it does not appear to be as beneficial to the city as the residents and business persons working together to obtain the goal. Mr. Brenner advised that the process will help the city point out its st.rengths and correct its weaknesses. He advised that cities between the population of 800 and 70,000 have participated and are Star City members. He noted that the Minnesot.a Department. of Trade and Economic Development appear to feel t.hat cities between the population of 2,500 and 10,000 appear t.o benefit the most frOfn t~1e project~ He advised that City Staff has contacted the City of Pine City to obt.ain t.heir assessment of the project and the cit.y appeared to feel that the project was worth while and important. to the community. They noted that the committee for the Star City Program and the Committee Chairperson would have to take the "bull by thE-: horTls" <::tnd ~.,IOl'-k on the pr"oject. MI'". BI'"erHH"'I'" advis€-?d that. t.he current Centerville Economic Development Task Force would help the committee. He noted that he would like to solicit approximately six persons for the committee. Council member Wilharber inquired the City of Centerville had looked a Star City Program in the past program at that time. as to the cost and noted that at. the possibility of becoming was not able to afford the Mr. Brenner advised that the costs for the program does vary. It would be his thought that t.he community would try to do as much as it could with the local talent and the project could possibly cost a few thousand dollars. He noted that the project could cost many thousands of dollars if the City were to hire a consultant for the process. He not.ed that it usually takes one to three years to finalize the Star City Program.
