<br />Meeting Minutes - CC <br />January 8, 1992 <br />page two <br /> <br />well regarding site location, construction, costs of water main <br />under Main Street, project costs and schedule for a cost not to <br />exceed $600.00 to be reviewed by the City Council at their <br />January 22, 1992 meeting, motion carried unanimously. <br /> <br />Lake Sanitation - Proposed Increase in Monthly Billin~s <br />Council member Pelton also the Council Solid Waste Liaison <br />suggested that a $1.00 increase may be appropriate due to tipping <br />fees passed on to the waste hauler. She noted that the City <br />Council delayed the increase earlier so that it could be included <br />in the volume based fee to the Centerville residents. She noted <br />that the City and the waste hauler have not agreed upon a volume <br />based fee to date. She noted that she felt that the increase due <br />to the tipping fee and the transformation to volume based fees <br />are separate issues. She also expressed concern regarding clause <br />3A of the City of Centerville and Lake Sanitation Solid Waste <br />Contract. She would also like to see an increase in variety for <br />recycling. <br /> <br />Mayor Buckbee noted that he felt that there were some performance <br />issues relating to Lake Sanitation and that some of the service <br />may have been lacking with regard to implantation of bar codes <br />and volume based fees. He noted that the City had addressed both <br />of the issues with Ms. Ayde in 1988. The bar codes have just <br />recently implemented and the first volume based proposal was not <br />received until later in 1991. <br /> <br />The City Attorney, Greg Hellings, was available at the meeting. <br />He noted that the contract between the City of Centerville and <br />Lake Sanitation did allow for only one renewal after five years <br />for the contractor, basically making the contract for a ten year <br />period. <br /> <br />Motion by Pelton, second by Dario to approve a $1.00 increase in <br />monthly billings to the residents of the City of <br />Centerville for solid waste pick-up and related <br />services through Lake Sanitation; <br />_ the increase is related to an increase in tipping fee <br />passed on to Lake Sanitation; <br />_ the increase shall be retroactive to January 1, 1992, <br />motion carried unanimously. <br /> <br />Mary Ayde of Lake Sanitation was present and asked to address the <br />Council with some of the following items. Ms. Ayde appeared to <br />feel that it was herself that brought the idea of volume based <br />fees to the City Council. With regard to recycling Lake <br />Sanitation provides full service recycling. She noted that the <br />Centerville residents surpassed the recycling goal in 1991. She <br />noted that the City of Lino Lakes does not recycle half as much <br />
