Lake Sanitation - Proposed Increase in Monthly Billin~s Council member Pelton also the Council Solid Waste Liaison suggested that a $1.00 increase may be appropriate due to tipping fees passed on to the waste hauler. She noted that the City Council delayed the increase earlier so that it could be included in the volume based fee to the Centerville residents. She noted that the City and the waste hauler have not agreed upon a volume based fee to date. She noted that she felt that the increase due to the tipping fee and the transformation to volume based fees are separate issues. She also expressed concern regarding clause 3A of the City of Centerville and Lake Sanitation Solid Waste Contract. She would also like to see an increase in variety for recycling. Mayor Buckbee noted that he felt that there were some performance issues relating to Lake Sanitation and that some of the service may have been lacking with regard to implantation of bar codes and volume based fees. He noted that the City had addressed both of the issues with Ms. Ayde in 1988. The bar codes have just recently implemented and the first volume based proposal was not received until later in 1991. The City Attorney, Greg Hellings, was available at the meeting. He noted that the contract between the City of Centerville and Lake Sanitation did allow for only one renewal after five years for the contractor, basically making the contract for a ten year period. Motion by Pelton, second by Dario to approve a $1.00 increase in monthly billings to the residents of the City of Centerville for solid waste pick-up and related services through Lake Sanitation; _ the increase is related to an increase in tipping fee passed on to Lake Sanitation; _ the increase shall be retroactive to January 1, 1992, motion carried unanimously. Mary Ayde of Lake Sanitation was present and asked to address the Council with some of the following items. Ms. Ayde appeared to feel that it was herself that brought the idea of volume based fees to the City Council. With regard to recycling Lake Sanitation provides full service recycling. She noted that the Centerville residents surpassed the recycling goal in 1991. She noted that the City of Lino Lakes does not recycle half as much
