<br />Meeting Minutes - CC <br />January 8, 1992 <br />page three <br /> <br />as the City of Centerville. Ms. Ayde noted that there are very <br />few recycling items left that Lake Sanitation does not service. <br />And that with regard to solid waste in general the City of <br />Centerville currently has the lowest price in Anoka County. She <br />noted that all waste haulers in Anoka County must offer volume <br />based fees, but that the City of Centerville and Lake Sanitation <br />have not been able to come to an agreement with regard to rates. <br /> <br />Mayor Buckbee noted that Ms. Ayde's first proposal for volume <br />based fees appeared to looked favorable. Lake Sanitation then <br />retracted the first proposal. The second proposal submitted by <br />Lake Sanitation was not as favorable. Would it be possible that <br />the City Council could have additional data with regard to <br />justifications for the cost difference. He also noted that with <br />the second proposal supplied by Lake Sanitation the unlimited <br />service appears to jump so that the Centerville residents would <br />be paying the highest in Anoka County versus the lowest. <br /> <br />Ms. Ayde advised that the one can service would include all of <br />the extra services, including spring clean-up. She noted that <br />spring clean-up is provide to the City and that the City is only <br />the tipping fees. She noted that it was her intention to <br />increase the full service price to make it high enough to <br />encourage individuals to participate in one and two can needs. <br /> <br />Motion by Pelton, second by Buckbee to direct <br />Clerk/Administrator to coordinate a meeting between the <br />Council Solid Waste Liaisons, the Recycling Coordinator and <br />Sanitation for the purpose of discussing volume based <br />proposals, motion carried unanimously. <br /> <br />the <br />City <br />Lake <br />fee <br /> <br />Data Practices Act - Adoption <br />Greg Hellings, City Attorney was present at the meeting and <br />advised that the documents presented before the City Council do <br />meet his approval. The documents supplied to the City Council <br />were a "Public Document Containing Procedures Adopted By The <br />Responsible Authority To Administer the Minnesota Government Data <br />Practices Act", notice to applicants with regard to the Tennessee <br />Warning and Resolution #92-01 appointing a Responsible Authority <br />and assigning duties. <br /> <br />A copy of the above mentioned documents are attached to and made <br />a part of these minutes. <br /> <br />The Clerk/Administrator advised that she had spoken to Don <br />Gemberling with the State of Minnesota regarding the writing the <br />compliance to the Data Practices Act. She noted that the <br />documents would be forwarded to Mr. Gemberling for his review. <br />Mr. Gemberling however advised that it may be in excess of six <br />
