<br />CITY COUNCIL MEETING MINUTES <br />NOVEMBER 11, 1992 <br />PAGE TWO <br /> <br />would pay for the relocation and construction. <br />- The subcommittee recommended to the Developer that he have <br />a sketch plan drawn up with the above suggestions and <br />come back to the City to discuss issues further. <br />- The subcommittee never really talked the specifics of the <br />park land. The currently proposed location was <br />primarily due to the past plans to join the park to the <br />Moore property and provide Center Hills Developer <br />access. <br /> <br />Council member Pelton noted that it is an advantage to the <br />developer to relocate Mill Road. This may be a trade off to <br />grant the City an outlot for the treed area. She also expressed <br />concern that the Zeug property at 7294 Mill Road would loose <br />trees. Pelton prefers an easement area versus a street for <br />access to the Acorn Creek park. Pelton encourage continued <br />participation and City communication to individuals who have <br />submitted written comments regarding the Acorn Creek Development. <br /> <br />Linda Drilling, Park and Recreation Committee member, made the <br />following comments for the Park and Recreation Committee: <br />- The Committee is concerned that the park dedication area <br />not be required to be part of the pond area or ditch <br />areas unless a trailway is dedicated along the creek. <br />There is no street access to the park except for a 40 foot <br />easement. It is unknown the number of people the park <br />will serve. There are safety concerns regarding <br />parking in the culdesac area. For example emergency <br />service accessibility. In addition, residents may not <br />appreciate the cars parked in the front of their homes. <br />There is also a visibility concern, can the police see <br />the park activity from. the street? <br />- If a street right of way were dedicated versus a 40 foot <br />easement, the Committee would be agreeable to utilizing <br />some of the park surface area for parking. <br />Are trailways allowed underneath power lines? <br />All efforts should be made to notify property owners of <br />dedicated trail easements on their property prior to <br />purchase. <br /> <br />Ms. Drilling also updated the City Council on the action of the <br />Park Comprehensive Plan. She noted that the Committee has <br />identified the current parks and future improvements. She noted <br />that the change in moving the larger park area to Central Park <br />will need to be reviewed and added to the plan. <br /> <br />Mayor Buckbee added that he would like to see the trees on the <br />South boundary of Acorn Creek preserved. <br /> <br />j <br /> <br />j <br />,~ <br />
