<br />CITY COUNCIL MEETING MINUTES <br />OCTOBER 14, 1992 <br />PAGE SIX <br /> <br />Council member Pelton noted that in a letter from Chief Dave <br />VanBurkleo dated October 5, 1992 the Chief expresses concern with <br />regard to the safety of walking on Main Street and the <br />possibility of routing some of the pedestrian traffic on an <br />alternate course. Council member Pelton noted that Lot 7, Block <br />1 L'Allier Estates has not yet been sold and if the City <br />continues to need an easement through that area for municipal <br />water extension to the west side of Clearwater Creek. She noted <br />that if the lot were purchased and utilized for a pedestrian walk <br />way it would probably be one to two years before a bridge were <br />obtained to utilize the alternate route. She also noted that <br />this lot could make a nice neighborhood quiet area or tot lot. <br />Council member Pelton suggested that the City Council could <br />utilize Tax Increment Financing for purchasing the lot. She <br />noted the possibility of obtaining grant monies through the <br />Metropolitan Council for such a project in connection with other <br />pedestrian walkway projects and also suggested that there may be <br />financial assistance from other agencies such as Anoka County and <br />the Centennial School District. Council member Pelton noted that <br />when the creek is dry that several children utilize this as a <br />short cut anyway. <br /> <br />A copy of the letter from Chief VanBurkleo, dated October 5, <br />1992, is on file with the Clerk/Administrator. <br /> <br />Council member Burgstahler remembered that he was originally not <br />in favor of the proposal of a trail and bridge due to maintenance <br />expense. For example clearing the area in the winter from snow <br />and ice. He felt that the issue could be a long term goal of the <br />City, but if the goal is to be achieved the property needs to <br />acquired shortly. He noted that he has seen other developments <br />in other communities with bridges. He noted that the walkway has <br />the support of the Centennial School District and appears to have <br />the support of the Circle Pines/Lexington Police Department. He <br />advised that Tax Increment Financing monies are available and <br />that the purchase of the land could be a long term asset.
