Brian Drive is proposed to <br />be a 9 ton versus a 7 ton street. Per City Planner, Andrew Mack, <br />the street is classified as a minor arterial. City Engineer, <br />John Stewart, advised that the estimated extra cost for the over <br />sizing of the street is $9,520. He also advised that the <br />estimated extra cost for over sizing of watermains is $11,700. <br /> <br />Stewart and Mack agreed that a 9 ton design would be necessary on <br />Brian Drive in this development, as proposed development from the <br />north is expected to filter down to this street. This traffic <br />would include heavier vehicles, such as school buses, garbage <br />trucks, etc. <br /> <br />Council discussed City ability to finance over sizing cost <br />absorbtion. Clerk noted that no City funds were available at <br />this time. She also noted that the Tax Increment Financing (TIF) <br />monies from the Center Oaks II development would not be available <br />until 1989, and those monies could only be used in connection <br />with the municipal water system. The TIF monies from the <br />L'Allier Estates II development would not be available until <br />1990, Clerk noted that these monies could be used for projects <br />such as over sizing of streets and watermains, and possibly for <br />sidewalks. <br /> <br />Gerry Rehbein felt the City should take monies from the Sanitary <br />Sewer fund and the Municipal Water fund to finance over sizing of <br />the street. Clerk advised that the Sanitary Sewer fund is for <br />sanitary sewer projects, and that currently a large amount of <br />funds are not available in this account. Clerk also noted that <br />all monies collected for the Municipal Water fund, from the <br />developer, currently goes to making bond payments for the start <br />up of the system. <br /> <br />Motion by Burgstahler, second by Fritchie to adopt Resolution <br />#88-58 adopting the City policy that all costs associated with <br />collector streets or minor collector/arterial streets that are to <br />run through a new development shall be the responsibility of the <br />developer, motion carried unanimously. <br /> <br />Motion by Burgstahler, second by Fritchie to adopt Resolution <br />#88-59 adopting the City Policy that the materials cost <br />differential between a six inch pipe and an eight inch pipe, with <br />regard to an oversized watermain, shall be funded by the City <br />through the municipal water improvement accounts, motion carried <br />unanimously. <br />
