Mack recommended <br />that the Council include sidewalks along one side of a minor <br />arterial street. Mack also recommended that whatever decision <br />the Council made, it should be consistent throughout all the <br />proposed developments. <br /> <br />Stewart advised that the sidewalk should be concrete and would <br />cost approximately $1.00 per square foot. At 4 feet wide and 80 <br />feet long, the cost would be approximately $320 per lot. He <br />advised that the sidewalk should not be put in until at least 50% <br />of the homes are in place. This could be 2 to 3 years. <br /> <br />Council member Neumann expressed his opinion that it may be <br />better to wait to install the sidewalks using TIF monies or <br />assessing the benefiting property owners for the sidewalk in the <br />future. He also stressed <br />that by delaying making a policy regarding monetary commitment, <br />the Council would, in effect, be making a decision to not have <br />the developer participate monetarily. <br /> <br />Steve Dixon, Park and Recreation Committee member, was present. <br />He advised that it was the feeling of the Park and Recreation <br />Committee that sidewalks were a good idea. He also concurred <br />that it would be beneficial to put the sidewalk in after the <br />homes are built. He noted, however, that the Park and Recreation <br />Committee would not pay for the installation or the maintenance <br />of the sidewalk. <br /> <br />Mayor L'Allier expressed the op~n10n that assessing the <br />benefiting property owners may be the best financial solution. <br /> <br />Motion by Burgstahler, second by Neumann to adopt Resolution #88- <br />60, to adopt the City policy to require that all developments <br />that will have minor arterial streets, to make a provision for a <br />four foot wide sidewalk, to be put in at the time that 75% of the <br />homes on the development are completed; the payment policy for <br />these sidewalks will remain open for now, to be discussed and <br />decided upon in the near future, motion carried unanimously. <br />
