He noted <br />that the developer could be made to pay for fill, grading and <br />moving of the creek, if this were made a condition of acceptance <br />of the development agreement or plat. <br /> <br />Council member Fritchie agreed that more park land is needed, but <br />preferred that the park not abut a street, as if the street were <br />to ever have to be reconstructed, the City would have to pick up <br />the cost per foot. The park as currently proposed could be very <br />costly to the City as two sides abut a street. <br /> <br />With regard to the proposed park land, in the proposed Hardwood <br />Pond Estates development, Mack advised that only usable land <br />should be used for park land dedication. The non-usable land <br />(pond area) should be monetarily compensated for. <br /> <br />Motion by Neumann, to accept the park land on the Centerhill <br />development as proposed on the most current sketch plan, (not the <br />sketch submitted by the Park and Recreation Committee), to <br />include lots 1 and 2, block 4, contingent upon the developer <br />bringing the park land to an acceptable grade; to leave Brian <br />Drive and Fox Run as currently proposed, per the recommendation <br />of the City Engineer and the City Planner concern regarding the <br />angle of the intersections. <br /> <br />Discussion followed.~ ~omeRcounci~.memhers'felt that it should be <br />f ~ rc:. ~ E:s v~-...: I.-~ L"o "'-I"':... t tt"e e.. b' h <br />Ie t up to the FlanniQg any kOR l~ Comm.~s~on to come ack W1t <br /> <br />an alternate park dedication recommendation, as it was not clear <br /> <br />that this is what they would really want. <br /> <br />Neumann amends his motion, second by Burgstahler to not act upon <br />the recommendation of the Park and Recreation Committee with <br />regard to their park land dedication recommendation, and to leave <br />Brian Drive and Fox Run as currently proposed, as per the <br />recommendation of the City Engineer and the City Planner concern <br />regarding the angle of the intersection, motion carried <br />unanimously. <br /> <br />Motion by Burgstahler, second by Fritchie to waive all unit hook <br />up and building permit fees related to the park building to be <br />erected on Central Park with the exception of the state <br />surcharge, SAC charges, and fees charged to the City by the <br />Building Inspector, motion carried unanimously. <br /> <br />John Stewart, City Engineer, advised that a pole for a <br />transmission line lies in the middle of the Fox Run section that <br />is to connect Centerville Heights and Hardwood Pond Estates. <br />Stewart advised that this could be taken care of by moving the <br />road to the north or by making an NSP island around the pole. <br />
