<br />CC Meeting Minutes <br />page two <br />September 14, 1988 <br /> <br />within the County. <br />-The County does not charge for mutual aid, but they have <br />contracted with Forest Lake Township for mutual aid to <br />cover the City of Columbus at no charge. (Columbus <br />contracts with Anoka County for 8 hour, 5 day per week <br />service.) <br />-911 calls come into a joint dispatch for Anoka County and <br />the nearest officer is asked to respond. <br />-The question as to whether a city the size of Centerville <br />should have its own police department would require a <br />community decision. There are other cities similar in <br />size to Centerville in Anoka County that have there own <br />departments that do not provide 24 hour service. <br />-Jail facility is 22 miles away. <br />-1 canine unit is part of the Anoka County Sheriff's <br />department. <br />-The possibility as to whether a community such as <br />Centerville could be provided training through or with <br />the County Sheriffs department would have to be <br />discussed before a commitment could be made. <br />-The police protection proposal submitted by the Sheriff's <br />Department did include total service, equipment, <br />training, personnel, liability, and administration. <br />-The goals of response time vary from city to city. For <br />example the goal in Fridley is 3 minutes. In other <br />areas the goal may be more like 20-25 minutes. <br />-Currently there is no time that a County patrol car is in <br />Centerville, however, if Centerville did not have <br />police protection this would be different. <br />-For the last 2 years, 4 additional officers have been <br />requested at budget time, and they have not been <br />granted. The number of jailers required by the County <br />is state mandated. <br />-More officers are on duty in the evening hours. In a back <br />up situation the County calls the neighboring <br />communities or officers. Sometimes the County calls <br />other counties. No charge is involved in these back up <br />situations. <br />-The County probably would not regularly go into communities <br />that have their own departments even if the monetary <br />and personnel resources were available. <br />-A contract for 24 hour service with the County would cost <br />over $200,000. <br />-Sheriff Wilkinson resides in East Bethel that contracts for <br />16 hour police protection. When pressed, Wilkinson <br />admitted that his preference with regard to the safety <br />of his family would be 24 hour protection. <br />-It would be possible for criminals to figure out which <br />hours an officer were not on duty in any particular <br />city. For this reason rotation of hours is advisable. <br />
