Houle noted <br />City Council's hard work on the issue, but agreed that this could <br />be a ballot item to be decided by the residents. <br /> <br />Mayor L'Allier polled the Council for comment: <br />-Council member Neumann noted that this was not something <br />that was just started in 1987. Centerville has talked <br />to Lino Lakes regarding their concerns and have not <br />received positive responses from the administration or <br />the Council. He would like to see the issue on a <br />ballot or implement a police liaison for one year to <br />try to mend fences. <br />-Council member Burgstahler noted that it appeared that a <br />lot of misinformation exists within the residents, and <br />that this is understandable. He noted that staff did <br />try to do a good job. A lot of costs questioned by <br />residents are in the budget estimates. He was <br />originally against a Centerville Police Department for <br />1989 concerned that items may be missing or inaccurate. <br />He felt that the City should set criteria of what they <br />expect of a police force (ordinance enforcement, crime <br />prevention). It was his opinion to work with Lino <br />Lakes and if there is to large of a communication gap, <br />the issue could be put on a ballot. He expressed <br />interest in a police liaison group (3 persons). One <br />individual of the group would be assigned as the <br />primary communicator. <br />-Council member Fritchie noted that as <br />increases, so does the cost to contract <br />for Police protection. She stated that <br />Police Department proposal was to start <br /> <br />the population <br />with Lino Lakes <br />the Centerville <br />with 16 hour <br />
