<br />CC Meeting Minutes <br />Page two <br />August 31, 1988 <br /> <br />this service. <br /> <br />Clerk also noted that Randy Schumacher, Lino Lakes City <br />Administrator, advised that if Centerville did go with its own <br />department in 1989, that he would be confident that the Lino <br />Lakes City Council would not reconsider renewal of the Lino <br />Lakes/Centerville Police Service Contract in the future. <br /> <br />Clerk noted that both Schumacher and Campbell advised that with a <br />$1.6 million budget Lino Lakes would not financially or <br />administratively be affected if Centerville did not go with the <br />Lino Lakes Police service in 1 989. <br /> <br />Council member Burgstahler advised that he felt the idea was <br />good, but was concerned with open ends. He did recognize the <br />needs for improved police service, but did not see the urgency to <br />make the decision this quick. He felt that many items such as <br />storage, space and monetary issues would fall into place in 1989. <br />He would like to see the department originate in a professional <br />and well organized manner. <br /> <br />Council member Fritchie did recognize the problems with space and <br />the tight budget. Centerville has never had a lot of money at <br />anyone time. Centerville had very little control with the Lino <br />Lakes Police Department. In the near future Centerville would <br />end up paying more for service with Lino Lakes than they would <br />with their own department. She felt that Centerville's own <br />department would be a benefit to the City and should be <br />implemented in 1989. <br /> <br />Council member Neumann advised that he was convinced that <br />Centerville was not rushing into this and that the City has <br />procrastinated to long on this issue. He is concerned over the <br />issue of money and how much is available. <br /> <br />Mayor L'Allier was concerned about financing of the project and <br />if ample time is left to complete the project for 1989. <br /> <br />Due to budgetary and time constraints, Clerk recommended <br />contracting with the Lino Lakes Police Department for the 1989 <br />year. If it were then the desire of the Council to continue with <br />the idea of a Centerville Police Department, to make the <br />commitments (financial and administrative) at this time for 1990. <br /> <br />Motion by Neumann, second by Fritchie to direct the City Clerk to <br />proceed with the necessary steps to implement a Centerville <br />Police Department for the 1989 year; this is to include <br />initiation of the application process, aye: L'Allier, Fritchie, <br />Neumann; nay: Burgstahler. <br />
