<br />CC Meeting Minutes <br />Page two <br />December 28, 1988 <br /> <br />PETITIONS AND COMPLAINTS <br /> <br />Council member Neumann noted that a street light in Royal Meadows <br />is still not in operation. <br /> <br />Council member Fritchie noted that a street light in Hardwood <br />Ponds does not appear to go out during the daylight hours. <br /> <br />City Clerk will check with the Public Works Director and Rivard <br />Electric with regard to the street light in Royal Meadows. The <br />Clerk will check with NSP with regard to the street light in <br />Hardwood Ponds. <br /> <br />City Clerk noted a complaint from the property owner at 7121 Main <br />Street with regard to use of plastic bags to pick up garbage. <br />Mayor L'Allier noted that the complaint would be taken under <br />advisement. A copy of this complaint is on file with the City <br />Clerk. <br /> <br />NEW BUSINESS <br /> <br />Motion by Burgstahler, second by Wilharber, to authorize the <br />Clerk to agree to a proposal from Randy Schumacher, <br />Administrator with the City of Lino Lakes, regarding <br />Centerville Police Contract, motion carried unanimously. A <br />of this proposal is on file with the City Clerk. <br /> <br />City <br />City <br />the <br />copy <br /> <br />Discussion of the City Survey. Clerk noted 21 percent response. <br />Council member Wilharber noted that the City Council has done <br />their best to give the residents every chance to respond with <br />their input. It was his feeling that 21 percent was not a very <br />good response. Wilharber noted that if the residents were really <br />concerned they should have responded to the survey, as it is <br />difficult for the Council members to know which way to go if they <br />do not receive resident responses. Wilharber noted that he would <br />send his comments in writing to the incoming Council members. <br /> <br />Carol Pelton, 7178 Mill Road, questioned the cost of putting <br />together and distributing the survey and whether it would be <br />economical to repeat. <br /> <br />George Haberman, 7288 Mill Road, seemed to agree with Council <br />member Wilharber in his concerns. Haberman noted that with such <br />surveys, only 20 to 30 percent are going to respond. He noted <br />that there will always be a percentage who will have total apathy <br />unless the issue affects them directly. He also noted that the <br />City should be careful on how they read the survey. <br /> <br />Council member Burgstahler advised <br />fairly general.
