<br />CC Meeting Minutes <br />Page three <br />July 27, 1988 <br /> <br />Mort Huber and Norm Livgard of Acorn Investments appeared before <br />the Council to advise that they have taken over the property of <br />the proposed Creek wood Development. The development name has <br />been changed to Acorn Creek. The developer was inBtructed to <br />deposit a $500 planning escrow to the City Clerk, after which the <br />City Clerk would submit the plan to the City Planner for review. <br /> <br />Discussion of Northwest Associated Consultants, Inc. contracts. <br /> <br />Motion by Neumann, second by Fritchie to direct City Clerk to <br />consult City Attorney regarding CONTRACT FOR PROFESSIONAL <br />PLANNING SERVICES, D. and E. to ensure that the City is covered <br />due to delays that may be caused by consultant; also regarding <br />AGREEMENT FOR PROFESSIONAL PLANNING SUPPORT SERVICES, ARTICLE 4. <br />PAYMENT, A. 2. to include that "Planner shall be compensated for <br />all work completed and material expended prior to notice of <br />termination by the City", motion carried unanimously. <br /> <br />Motion by Wilharber, second by Neumann to adopt amendments to <br />Ordinance #4 as recommended by the Planning and Zoning Commission <br />at their July 5, 1988 meeting, motion carried unanimously. <br /> <br />A copy of the above amendments as proposed are attached to and <br />made a part of these minutes. <br /> <br />Motion by Wilharber, second by Fritchie to adopt Ordinance #22-A <br />establishing the office of Clerk/Administrator, motion carried <br />unanimously. <br /> <br />A copy of Ordinance #22-A is on file with the City Clerk. <br /> <br />Motion by Neumann, second by Wilharber to direct City Clerk to <br />send a letter to the Anoka County Highway Department to request <br />that a speed survey be done by the Minnesota Department of <br />Transportation to evaluate and make recommendations as to whether <br />the speed limit should be reduced in the area of Royal Meadows <br />along 20th Avenue North to Main Street; a carbon copy of this <br />letter will be sent to the Lino Lakes Police Department for their <br />information, motion carried unanimously. <br /> <br />Discussion of proposed Centerville Plaza by Kenco Construction. <br />Kent Roessler of Kenco Construction advised that they now have <br />DNR and Rice Creek Watershed approval. He advised that a <br />permanent drainage easement will be deeded to the City of <br />Centerville from the neighboring Rehbein property that will <br />facilitate run off from the development. Roessler advised that <br />this is not a storage area and will hold the same amount of water <br />as the current parcel does now. <br /> <br />Council was not clear as to who would be responsible for the <br />
