<br />CC Meeting Minutes <br />Page four <br />December 28, 1988 <br /> <br />Council will then review the pertinent information regarding said <br />property, motion carried unanimously. <br /> <br />Orville Hughes, Public Works Director, was present with a request <br />from a Centerville resident that the City help clean a skating <br />area on a pond in Centerville Heights using City equipment. <br />Clerk noted that the ponds on Centerville Heights are. not public <br />property and that permission to use the pond for a public skating <br />area may require permission from the property owner. <br /> <br />Council member Wilharber noted that the Park and Recreation <br />Committee should know about this request as the monies to clean <br />the rink would be taken out of their budget. He noted that P&R <br />should respond as to whether they can afford this. <br /> <br />Motion by Wilharber, second by Neumann, to forward the request to <br />the Park and Recreation Committee and direct the City Clerk to <br />look into the legal liability of using the pond for public use on <br />private property. No vote was taken. <br /> <br />Council member Burgstahler expressed concern that the individual <br />making the request get permission from the property owner for the <br />use. He questioned whether the City should invest a lot of time <br />in getting said permission and agreements, and expressed concern <br />over the property owner's liability. <br /> <br />Council member Wilharber and Council member Neumann withdrew the <br />above motion. <br /> <br />Council member Wilharber stated that he agreed with Burgstahler <br />and noted that the skating area on the pond would not service the <br />whole City. <br /> <br />Motion by Burgstahler, second by Wilharber, to direct Orville <br />Hughes, the Public Works Director, to contact the individuals <br />making the request for assistance to clean a skating area on the <br />pond in Centerville Heights and inform them that the City is not <br />prepared to get involved in this project; the individuals are <br />requested to get permission from the property owner before using <br />the pond for personal use; motion carried unanimously. <br /> <br />George Haberman, 7288 Mill Road, asked what the current City <br />policy on snow plowing is. <br /> <br />Orville Hughes advised: <br />that the plows go out when there is 3 inches of snow on <br />the ground, <br />- they make one pass through the City to make sure the main <br />streets are opened up, <br />- then one loop is made through the secondary streets and <br />
