<br />CC Meeting Minutes <br />Page Eight <br />July 13J 1988 <br /> <br />the City Clerk. <br /> <br />City Clerk noted that the plans and specifications, the <br />development agreements, and City Ordinance require that ground <br />cover be supplied on empty lots in Centerville Heights and <br />L'Allier Estates II. Clerk advised that these items should have <br />been implemented in Spring 1988 before the drought conditions <br />occurred. Engineer Stewart did note that due to the dry weather <br />no action could be taken at this time. He also noted that <br />L'Allier Estates II does appear to have adequate wild ground <br />cover. Stewart did assure Clerk that this would be more closely <br />watched with future developments to ensure compliance. <br /> <br />PETITIONS AND COMPLAINTS <br />Maureen and Marty Asleson, 7232 Mill Road appeared before the <br />Council to present a complaint on how the property around their <br />home has been handled with regard to development that has taken <br />place. They specifically named damage to their trees. A copy of <br />this letter of complaint is attached to and made a part of these <br />minutes. <br /> <br />Engineer Stewart advised that he is aware of the problem with the <br />trees. Stewart noted that the trees are not on Asleson property, <br />but are on the property of Keith Harstad the developer for <br />Centerville Heights. The property in question will become City <br />street right of way when the improvements for the project are <br />accepted. Stewart noted that the trees are close to the street <br />and will most likely be damaged during the winter months due to <br />the necessary pushing of snow on to the City street right of way. <br />Stewart advised that a compromise has appeared to have been <br />reached in that the developer will save as many trees as possible <br />on his property at his expense. <br /> <br />Myra Spijer, 7200 Mill Road also presented a letter of complaint <br />regarding construction around her home. City Council <br />acknowledged this letter. A copy of this letter of complaint is <br />attached to and made a part of these minutes. <br /> <br />Carol Pelton, 7178 Mill Road expressed concern that the culvert <br />installed along the new road is to low and that the replacement <br />sod put in her yard is not acceptable. <br /> <br />Engineer Stewart advised Pelton that the culvert was put in to <br />match the existing ditch and that 2 - 3 inches of silt would be <br />acceptable. He did agree to double check the culvert. Stewart <br />also advised Pelton that he and the Engineering Inspector would <br />meet her at her home to check on the quality of the sod. <br /> <br />NEW BUSINESS <br />Motion by Wilharber, second by Neumann to grant a 3.2 Permit to <br />
