<br />CC Meeting Minutes <br />Page Four <br />May 25, 1988 <br /> <br />Motion by Neumann, second by Fritchie <br />-to give authorization to Northwest Associated Consultants, <br />Inc. to begin the Centerville Economic Development <br /> <br />Plan, focusing on the area north of Main Street, east <br />of Mill Road and west of 20th Avenue utilizing the <br />Traffic Study dated March 1988Jwhich has already been <br />completed by MaierJ Stewart and Associates regarding <br />that area, to include review of the sketch plan which <br />has been submitted for residential development, also <br />for this area; <br />-contingent upon City Clerk investigating financial <br />considerations to include reimbursements of planning <br />consultants fees with CDBG funds for work completed <br />before July 1, 1988; <br />-to also include contact with the developer who has <br />submitted the site plan in said area for possible <br />reimbursement to Comprehensive Plan AmendmentJ which <br />may be advantageous to the projectJ <br />motion carried unanimously. <br /> <br />Motion by Wilharber, second by L'Allier that the body which will <br />be designated to meet with Northwest Associated Consultants, <br />Inc., regarding the Centerville Economic Development Plan shall <br />include two members of the Park and Recreation Committee, the <br />Planning and Zoning Commission, the Centerville Economic <br />Development Task Force and the City Council; the two members from <br />the City Council shall be Council member Neumann and Council <br />member Burgstahlerj alternates for the City Council shall be <br />Mayor L'Allier and Council member WilharberJ motion carried <br />unanimously. <br /> <br />Motion by Burgstahler, second by Wilharber to table discussion of <br />a possible resolution requiring an escrow fee to be deposited by <br />incoming developments at the time of sketch plan submittal for <br />planning consultant review, to investigate information supplied <br />by Northwest Associated Consultants, Inc. regarding this issue, <br />motion carried unanimously. <br /> <br />Motion by Neumann, second by Fritchie to approve amendment to <br />Table B, and Section 32.03 of Ordinance #4 as reviewed at the May <br />3, 1988 Public Hearing held by the Planning and Zoning <br />Commission; to also approve amendment of Ordinance #4 to include <br />Appendix A, as reviewed at the May 3, 1988 Public Hearing held by <br />the P & Z Commission, motion carried unanimously. <br /> <br />A copy of the above amendments and appendix is on file with the <br />City Clerk. <br /> <br />Motion by Wilharber, second by Fritchie to table proposed <br />
