He also noted that at first the Council was told <br />that no building would go up, second they were informed that part <br />of the building would go up this winter, and now the entire <br />building will go up. He felt that no party should go out and <br />spend monies that they are not in hand. <br /> <br />Motion by Neumann, second by Fritchie to adopt Resolution #88-71 <br />outlining expenditures of all City departments and agencies, <br />motion carried unanimously. <br /> <br />Motion by Burgstahler, second by Neumann to repeal Ordinance #33 <br />(Flood Plain) and adopt Ordinance #33-A (Flood Plain revision) <br />contingent upon City Attorney and DNR review, and with the <br />following amendments: <br />Section 2.817 - <br />Amend to: Flood Frin~e - that portion of the flood <br />plain outside of the floodway. That area of land <br />encompassed between 100 and 500 year flood <br />frequency. Flood fringe is synonymous with the <br />term "floodway fringe" used in the Flood Insurance <br />Study for the City of Centerville. <br /> <br />Section 2.820 - <br />Amend to: Floodway - the bed of a wetland or lake and <br />the channel of a watercourse and those portions of <br />the adjoining flood plain which are reasonably <br />required to carry or store the regional flood <br />discharge. Those lands covered by the 100 year <br />flood. <br />motion carried unanimously. <br /> <br />Motion by Burgstahler, second by Wilharber to direct the Clerk to <br />draft a letter to be sent out to property owners in the flood <br />plain, with a response request so that interest in the project <br />can be determined, motion carried unanimously. <br /> <br />Motion by Wilharber, second by Fritchie to meet at 6:30 p.m. at <br />City Hall on December 14, 1988 to review and approve the final <br />budget for 1989, motion carried unanimously. <br />
