<br />CC Meeting Minutes <br />Page six <br />November 9, 1988 <br /> <br />the Park and Recreation Committee until the State grant <br />monies come in. <br />-That the City allow the Park and Recreation Committee to <br />increase their deficit by $2,600 until July 1989. The <br />deficit will be repaid by fund raisers. <br /> <br />Council member Wilharber questioned what would happen if the <br />grant would not come through, as the Lions Club contributions did <br />not come through. His concern was that it could put the City <br />financially short, not being able to pay it's bills, and/or <br />incurring a deficit for the City in 1988. Wilharber advised that <br />this appears to be mismanagement of funds by the Park and <br />Recreation Committee and questioned what steps would be taken in <br />the future to prevent this happening again. Wilharber noted that <br />he would not be in favor of taking monies out of other funds, <br />such as the sewer fund, as each City fund has a specific purpose. <br />He requested that the Clerk review and report to the Council the <br />status of the current City general fund. <br /> <br />Steve Dixon, Park and Recreation Committee member, advised the <br />Council that in the future, the Park and Recreation Committee <br />would either get commitments in writing or require the monies up <br />front for such a project. <br /> <br />Motion by Burgstahler, second by L'Allier to: <br />-authorize the City to advance up to $12,000 to the Park and <br />Recreation Department out of the City general fund; <br />-to waive the requirement that half of the 1988 park <br />dedication fees will go toward the current park <br />deficit; <br />-that the floor, additional cement work, and rough in <br />plumbing will not be acted upon until the Council can <br />receive a report from the City Clerk as to the status <br />of the current City general fund, <br />motion carried unanimously. <br /> <br />Council member Neumann noted that he only voted aye for the sake <br />of the City name. He noted that bills have already been incurred <br />for the project in the name of the City and that the City does <br />have some responsibility with regard to paying it's bills. <br /> <br />LeTendre advised that the over expenditure was not intentional. <br />He advised that part of the problem was the reduction in the <br />committed monies from the Lions Club, not getting commitments in <br />writing and that possibly their bookkeeping could have been <br />better. <br /> <br />Jeff Will, 1933 Center Street, asked questions of the project. <br /> <br />Motion by Neumann, second by Burgstahler to discuss policies for <br />
