<br />the services listed below: <br /> <br />1. Improvement Debt Issue <br /> <br />The City anticipates issuance of approximately $4.5 million in <br />improvement bonds to be completed and closed not later than June 1, <br />2009. The proceeds will be used to finance the 2009 Street <br />Improvement Project. The project is about 22% special assessed. The <br />assessments have been adopted and all but one assessment appeal <br />has been resolved. The project is part of the City of Centerville <br />Pavement Management Plan. The City will require financial services <br />to prepare an offering statement and complete the sale and closing of <br />these bonds. <br /> <br />2. Redevelopment program <br /> <br />The City has entered into a redevelopment agreement with Beard <br />Group for redevelopment of approximately six square blocks of our <br />downtown area. The City adopted a Redevelopment Master Plan for <br />the downtown. In cooperation with Beard Group the City will <br />require the following services: <br /> <br />a. The City has received several grants for downtown <br />redevelopment. One grant is a Livable Communities <br />Demonstration grant which requires acquisition and <br />site clearing activities in Block 8 of the Centerville <br />Downtown. Services needed: Assistance with <br />property acquisition of eight (8) parcels and <br />appropriate compensation of property owners and/or <br />tenants. <br /> <br />b. In conjunction with Block 8 redevelopment, write and <br />assist with adoption of a tax increment plan to <br />authorize the planned activities and provide the <br />necessary future tax increment. <br /> <br />V. TIME LINE <br /> <br />The consultant will be expected to begin work as soon as the consultant selection process <br />is completed. <br /> <br />VI. EVALUATION AND SELECTION PROCESS <br /> <br />Proposals that comply with the instructions set forth in this document will be evaluated <br />by the City of Centerville: however, the City reserves the right to accept or reject any or <br />all proposals received, in whole or in part. At its discretion, the City of Centerville may <br />choose to waive informalities or immaterial deviations from the RFP instructions. <br />Selection of a consultant is expected to be made by April 8, 2009. Proposals will be <br />evaluated on the following criteria (in general order of importance): <br /> <br />1. Experience with similar contracts and clients. <br /> <br />Page 5 of6 <br />
