<br />LaMotte Park is approximately 22.6 acres in size and features the following <br />facilities: <br /> <br />. Two soccer fields <br />. Three softball fields with spectator bleachers <br />. An ice rink (including both a hockey rink and a pleasure rink) and warming <br />house in the winter <br />. Wheels Skate Park in the summer <br />. A play structure <br />. A parking lot <br /> <br />The City owned property contains the abovementioned facilities and open space. <br />The proposed trail will cross the open space along the north side of the park, <br />adjacent to the ball field and then travel along the parking lot. Approximately <br />0.34 acres of park property will be used temporarily during construction and 0.46 <br />acres will be occupied permanently by trail. These impacts affect approximately <br />3.5 percent of the total park area. <br /> <br />There are no park facilities in the area of LaMotte Park affected by the proposed <br />project. Access to and parking for LaMotte Park will not be affected. No current <br />or planned facilities within the park will be adversely affected by the conversion <br />of this strip of open space to trail corridor. <br /> <br />The proposed project is an independent bikeway/walkway project covered by the <br />Programmatic Section 4(f) Statement for Independent Bikeway Projects. <br /> <br />See attached written approval from the official having direct jurisdiction over <br />the Section 4(f)/6(f) property in Appendix B. <br /> <br />National Historic Preservation Act (Section 106) <br />It has been determined that no historic properties eligible for or listed in the <br />National Register of Historic Places will be affected by the project. <br />See attached letter from the Mn/DOT's Cultural Resources Unit (CRU) in <br />Appendix B. <br /> <br />Federally-Listed Threatened or Endangered Species <br />The project will have no effect on federally listed threatened or endangered <br />species or critical habitat. The proposed action occurs in a county with no known <br />federally listed endangered, threatened, proposed or candidate species, or final <br />or proposed critical habitat. In addition, the proposed action does not have the <br />potential for influence outside of Anoka County. <br /> <br />As a result, the Minnesota Department of Transportation, Office of Environmental <br />Services acting as the nonfederal representative for the Federal Highway <br />Administration has made a determination of "NO Effect", completing the <br />consultation requirements defined in Section 7 of the Endangered Species Act of <br />1973, as amended." <br />
