Page Two - City Council
Meeting Minutes
June 11, 1986

Discussion on bid of $75.00 to revamp grader. Maintenance
people put hitch on. That's all that is needed for now.
Leo Hensel offered to pull it with his tractor if needed.

Discussion on overweight vehicle permits with regard to
construction in the Peltier Lake Hills Addition #2 development.
Motion by Robischon, second by Fritchie to lift road restrictions
on Mill Road, Peltier Lake Drive and Center Street, motion
carried unanimously. Clerk will notify Lino Lakes Police
Department and Lake Sanitation of change.

NEW BUSINESS:
Discussion on amendment to Ordinance #4. Paul Behr, 6415
Joyer Lane expressed his opinion on this matter. The Planning
and Zoning Commission recommended the City Coun~l amend
Ordinance #4 to include "Contractors Yard" as a permitted
use in the Industrial Zone and add its definition to the
Ordinance. The Commission felt it fit nicely into the
Industrial Zone and helped to clarify the uses in Ordinance
#4.

Motion by Robischon, second by Fritchie to amend Ordinance
#4 to include "Contractors Yard" as a permitted use in the
Industrial Zone; and include its definition as follows:
"an area where vehicles, equipment and/or construction
materials and supplies commonly used by building, excavation,
roadway construction and similar contractors are stored or
serviced. The contractors yard includes both areas of
outdoor storage and areas confined within a completely
enclosed building used in conjunction with a contractors
business~ motion carried unanimously.

Discussion on Merabella request for variance for lot split.
Frank Merabella, 1046 Ohio Street, West St. Paul expressed
his opinion on this matter.

The Planning and Zoning Commission recommended the City Council
allow the request for variance from Ordinance #4, Section
42.02 to separate the west one third of lots 7, 8, & 9
(which run north and south with frontage on Main Street)
from lots 10 & 11 (which run east and west with frontage on
Progress Road) creating two separate lots. The variance
request seems to meet the required standards:
- Existing Special Conditions and Circumstances:
- lots 10 & 11 run east and west, and the west 1/3
of lots 7, 8 & 9 run north and south
- the two are separated by a permanent easement
along the north side of lot 10
- there are two sewer stubs - one to the west one
third of lots 7, 8 & 9 and one to lots 10 & 11.
- Literal Interpretation of Provisions:
- other 50' x 150' lots exist and are built on in
the City
- the unique lot configuration causes hardship to
sell as one piece.
- Special Priviledges:
- other variances have been granted for unique situations.
