City of Centervilfe Goals
Adopted May 23, 2001

CR.!TERiA

Each goal must be:

. Focused alld ~ead to action
There should be an outcome from each goal statement. This may be in the form of
research, plan, ordinance, guideline, purchase, contract, hiring personnel, joint powers
agreement, or actually constructing a building to name a few options. From the original
discussions held in, December 2000 and January 2001, the necessary planning required
to solve identified issues is important, but action on the plan is critical. Otherwise, we
end in a loop of inaction that does not solve the issues or concerns.

. Researched and factual information provided to Council
There is a need for considered thought before taking action. Respollsioilityfor
achieving this completed stafF work rests with tile committees, public works, engineer,
attorney, or administrator. Completed staff work is essential before approval by
Council.

It is quite possible that a goal migllt not gel implemented because the research effort
finds that there is no authority to act, it costs too much, it is not desired by the public, or
some unknown entity will provide the service or good in a more efficient and cost
effective manner. These goals are subject to modification based on the best available
data at lhe lime of an implementation decision.

9 Implemented without raising taxes
From the initial meetings, members raised taxes as a concern. We also heard this in
the public meetings. The school levy increased property laxes by several hundred
dollars. Members did not want to add goals that 1I1Iould require Centerville's taxes to
increase. There is a strong sense, that citizens cannot absorb new taxes.

9 Communicated alld seek public input and participatioil
The City holds public hearings, inIormational meetings, open houses. open-mike at
Council meetings, and other forums 10 gather citizen concerns. The best decisions
occur when differing points of view are given the opportunity to be heard. This Council
and prior Council's value citizen input as essential and have sought that through a
variety oI methods and techniques.

,,")
,
