<br />COlUlcil Member Nelson asked why wine was specified. Ms. Bender indicated that wine <br />is a separate license. <br /> <br />All in favor. Motion carried unanimously, <br /> <br />COlUlcil Member Broussard Vickers clarified that the intent of the approval is that the <br />three businesses that are to be fined must pay the fine before receiving their license. She <br />also noted that, ifStaffis able to determine that Mr. Sager was not notified oftbe liquor <br />violation prior to submitting his application, he would be exempt from paying tbe <br />$500.00. <br /> <br />4. Fee Schedule Review Resolution #01-26 <br /> <br />Ms. Moore-Sykes indicated that Staffhas recommended COlUlcil review of the fee <br />schedule as a housekeeping item that is done every year. She then indicated that she had <br />included a list offees provided by the League of Minnesota Cities and said she would be <br />sending out letters to inform residents of the changes in fees. <br /> <br />Council Member Capra questioned whether the dance permit fee should be eliminated. <br />Ms. Bender indicated that, even though it is traditionally waived, she felt that the City <br />should keep the fee as it may be needed at some point. <br /> <br />Council Member Capra suggested that the words in parenthesis following the park <br />dedication fees should be eliminated. <br /> <br />Council Member Broussard Vickers indicated that the City had gone to a lot of time and <br />expense to address the problem of rental certification and asked that it not be removed. <br />from the list as suggested. She then explained that the City had no way of controlling <br />rental1.mits and making sure they were properly maintained and had developed this <br />requirement to address the issue. <br /> <br />COlUlcil Member Travis asked how many rental owners paid the tee. Ms. Bender <br />indicated that approximately 25 rental owners had paid the fee. <br /> <br />COlUlcil Member Broussard Vickers questioned why, if Staff time is increasing by 7%, <br />fees had not been raised by 7%. <br /> <br />Ms. Moore-Sykes indicated that Staffhad attempted to keep fees in line with the level of <br />other cities. <br /> <br />COlUlcil Member Capra asked if the City's fees are comparable with what the League of <br />Minnesota Cities recommends. <br /> <br />COlUlcil Member Capra asked what a mailbox fee was. Mr. Palzer indicated that it was a <br />fee for new developments to ensure that developers install the mailboxes correctly. <br /> <br />Page 9 of 17 <br />
