City Attorney Hoeft indicated that he had not been asked to make a detennination of
special use permits in relationship to how they relate to the new ordinance and whether or
not they fall under permitted uses. He then indicated it could be done by Staff over a
period of time.

Council Member Broussard Vickers asked if Council needed to renew the special use
permits. City Attorney Hoeft indicated that renewal was not necessary as the permit is a
perpetual permit unless there is an issue the City needs to address.

Council Member Broussard Vickers indicated the only permit in question would be the
Ready-Mix business because that is a short-term use allowed by special use permit. She
then asked if Council needed to renew that permit. City Attorney Hoeft indicated that no
formal action was needed and the business would continue to operate under the current
permit.

Council Member Broussard Vickers asked Mr. Palzer to look at the special use permits
and the current usages under them and bring an opinion to Council as to whether they are
operating under the new ordinance sometime in the near future.

Mayor Swedberg asked Staff to bring any special use permit issues to Council attention.

X. COMMITTEE REPORTS

Council Member Broussard Vickers indicated that the PIauning and Zoning Commission
is continuing to review Ordinance #4 amendments and will bring them to Council in the
near future. She also indicated that there are two openings on the Planning and Zoning
Committee if anyone is interested.

Council Member Capra indicated she had received information from the Cable
Commission concerning the lawsuit with AT&T and had provided information to
Council.

Ms. Moore-Sykes indicated that Ms. Bender had attended a grant seminar and obtained
information concerning grant funds for a handicapped swing at the playground.

Council Member Capra asked that Staff send the information to Kathy Millington at the
Elementary School.

Council Member Capra reported that the Cable Commission meeting was scheduled for
December 19,2001 and said she planned on attending.

Mayor Swedberg asked if the Cable Commission is aware that the City will not support
the lawsuit past the dollar amounts in the Cable Fund.

Page 14 ofl7
