<br />Council Member Capra indicated she would inform the Cable Commission that the City <br />will not support the lawsuit beyond its Cable Fund am01lllts. <br /> <br />Mayor Swedberg indicated that Circle Pines and Lexington have not agreed to the two <br />police officers and the community service officer but have agreed to consider one sworn <br />officer. He then indicated that the Police Commission meeting was scheduled for <br />Thursday, December 13,2001. <br /> <br />XI. ADMINISTRATOR'S REPORT <br /> <br />Ms. Moore-Sykes indicated that she had spoken to the financial consultant and was told <br />that the TIF report needed to be submitted to the state by December 22, 200 I. She then <br />suggested scheduling an executive session on Wednesday, December 19, 2001 to discuss <br />the report so that it can be submitted on time. <br /> <br />Council Member Capra asked if the meeting should be noticed as a special meeting in <br />case any action needs to be taken. City Attorney Hoeft reconunended noticing it as a <br />special meeting and indicated it is appropriate to hold an open and closed session if need <br />be. <br /> <br />Mayor Swedberg indicated he thought this would be an exceptionally technical paper that <br />Council would not understand and questioned whether C01lllcil needed to review it. <br /> <br />City Attorney Hoeft indicated he was not making the report but said he has made reports <br />for other governmental entities and agreed that the report will be technical in nature. He <br />then commented that he thinks Council should review it or get an explanation ofthe <br />report from TIF counsel. <br /> <br />Council Member Capra asked whether the TIF attorney would be able to attend the <br />meeting on December 19,2001. Ms. Moore-Sykes indicated she would check to see if <br />the TIF attorney was available for that meeting. <br /> <br />C01lllcil Member Capra asked the timcline to have the report turned in to the state. Ms. <br />Moore-Sykes indicated that the state had asked for a response within 60 days of receipt of <br />the letter. <br /> <br />City Attorney Hoeft indicated he was able to work out a timing issue for another City on <br />a similar matter and get the state to agree to push the deadline back a little. He then <br />added that, as a practical matter, by the time the state took remedial action against the <br />City the report would be turned in. <br /> <br />. <br /> <br />Mayor Swedberg asked if the City Attorney should review the report with the City <br />Administrator rather than Council. City Attorney Hoeft indicated he would be <br />comfortable with having the TIF attorney submit the report and then provide a detailed <br />explanation of the report to C01lllcil at the first meeting in January because he wants <br />Council to have an 1lllderstanding of the report. <br /> <br />Pagel50fl7 <br />
