<br />It was the consent of Council to allow the TIF attorney to submit the report by December <br />22, 2001 and to make a report to Council in January. Council also requested that a copy <br />of the report be provided to Council prior to the submission to the state. <br /> <br />Ms. Moore-Sykes indicated she had received a report from the Metropolitan Council <br />concerning the Surface Water Management Plan and indicated that once comments are <br />received from Rice Creek Watershed District the comments would be compiled and <br />submitted to Council for review. <br /> <br />City Attorney Hoeft recommended making a motion to authorize the TIF attorney to <br />submit the report directly to the state auditor's office without further Council action. <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member <br />Nelson to authorize the City's TIF attorney to submit the report directly to the state <br />auditor's office without further action of Council. All in favor. Motion carried <br />unanimouslv. <br /> <br />Council Member Broussard Vickers indicated that the minutes were approved without the <br />adjournment motion and adjournment time and asked that Staff add them. She also asked <br />that a comment be added under budget to indicate that the budget was discussed and <br />reviewed. <br /> <br />Mayor Swedberg indicated that there would not be another December Council meeting <br />because it was scheduled for the day after Christmas and a quorum of Council was not <br />available. <br /> <br />Mr. Palzer indicated he had received information from Xcel Energy that the light bulbs <br />can be switched out from 100 watt bulbs to 150 watt bulbs for a total cost of$200.00. <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member <br />Capra to approve the expenditure of $200.00 to switch the bulbs from 100 watt to <br />150 watts as recommended by Mr. Patzer. <br /> <br />Council Member Travis suggested asking the Townhome Association if that is what they <br />would like and if they are willing to pay for the bulbs. <br /> <br />Council Member Broussard Vickers indicated that a few light bulbs was one thing but <br />street lamps is another thing and she feels this is a small concession to provide more light <br />in the development. <br /> <br />Ms. Moore-Sykes asked if the City pays to replace the bulbs if they go out. Mr. pa1zer <br />indicated that the City pays a monthly fee for maintenance and that includes burned out <br />light bulbs. <br /> <br />. <br /> <br />Vote: Ayes - 2.
