<br />I <br /> <br />. <br /> <br />Mr. Perry indicated that in June of 2000 a study was done using Art Hawkins recording <br />data. He noticed unusual behavior and noticed the birds were not flying as they should <br />have been and in early July of 2001 it was found that the rookery had again failed. In <br />August of 200 I a task force was formed to look at the potential causes. <br /> <br />Mr. Perry indicated that in January of 2002 the Peltier Island Heron Rookery Task Force <br />met to discuss recommendations and had determined that a no wake zonc would give the <br />birds an opportunity to successfully ncst this year. Hc then commented that the least <br />amount of protection would be the 100 meters south of the rookery. <br /> <br />Mr. pcrry quoted a study from the University of Wisconsin at Madison concerning thc <br />impact of motorized watcrcraft on ecosystems in shallow lakes. He summarized that the <br />study determined the impact 0 f no wake zones is greatcst in shallow lakes or close to <br />shore. <br /> <br />Mr. Perry indicated he understood the rationale for angling the line in order to <br />accommodate lakeshore residents. He then said the County feels that the proposal of <br />Lino Lakes would provide adequate protection for the birds. He further noted that Anoka <br />County Parks and Rccreation does not want to close off the area because the Wargo <br />Nature Center has a heritage lab on the western shore of the lake and does programming <br />over there and there are plans for a wildlife viewing observation deck for kids to learn <br />about the rookery and the aquatic plants. <br /> <br />Mayor Swedberg commented that the birds mayor may not come back but instituting a <br />no wake zone would protect the aquatic community in the lake which is important for <br />water quality and clarity. Mr. Perry agreed. <br /> <br />Ms. Connie Grundhofer, 235 Linda Avenue, in Lino Lakes presentcd pictures of birds <br />that were taken years ago and those birds are no longer in this area. She then indicated <br />that last year the birds wcre back on the island by March 5 and she has not yet seen any <br />but will continue to watch for them. <br /> <br />Ms. Grundhofer indicated that birds and plants cannot speak for themselves and need to <br />be protected. <br /> <br />Mr. Marty Asleson from Lino Lakes commented on the issue of stirring up the sediment <br />and releasing phosphorus in the water to be used by the algae for blooms. He also noted <br />that winter activitics in the area would not be restricted. <br /> <br />Mr. Dave Pecchia, 7609 Peltier Lake Drive, said he knows little about birds, bugs, trees <br />or lcaves but really enjoys the lake. He then indicated he is comfortable with a no wake <br />zone but is concerned that the angle of the no wake line puts swimmers in danger of <br />coming into contact with the high-speed boats. He then asked that a study be done to <br />detennine if it is safe to have the line angled in such a manner and said he would be <br />amenable to having the line come straight across if it would be safer. <br /> <br />Page 9 of21 <br />
