<br />4 <br /> <br />Mayor Swedberg asked whether the police department should be added to the section <br />concerning law enforcement. <br /> <br />Mr. Pecchia indicated that, unless his officers could swim out there, his office would <br />defer the enforcement to the sheriff s department. <br /> <br />Mr. Perry suggested that the City had not received the latest version of the ordinance <br />because the latest version would state that the Anoka County Sheriffs Department and <br />the Conservation Officer for the State of Minnesota would be in charge of enforcement. <br /> <br />Mayor Swedberg asked for the latest standard wording for the ordinance. Mayor <br />Swedberg thanked everyone for the comments. <br /> <br />Mayor Swedberg noted that Donna Carlson from Lino Lakes Council was in attendance <br />at the meeting. <br /> <br />Mr. Jeff Godwin, 1581 Peltier Lake Drive, said since it is obvious to him that a no wake <br />zone will be imposed he would like to see it north of the bog poles. He then noted that <br />Mr. Johnson and Dr. Lanyon had both said the area north of the island was in need of <br />protection. He then suggested dates for the no wake zone because duck hunters use the <br />area in the fall and by then the herons are gone. He also commented that he does not <br />want to have his tax dollars used for enforcing a no wake zone during the fall when the <br />reason for the no wake zone is not there. <br /> <br />Council recessed at 8:45 p.m <br />Council reconvened at 9:00 p.m. <br /> <br />Council Member Broussard Vickers said the way the ordinance is proposed is fine with <br />her but she does not want the sunset clause. <br /> <br />Council Member Capra indicated she had an issue with the sunset clause and contacted <br />Ms. Moore-Sykes who had called the League of Minnesota Cities for clarification. She <br />also suggested that the penalty section end with misdemeanor and not define the fine. <br /> <br />Ms. Moore-Sykes indicated she had e-mailed Council the more recent revised form of the <br />ordinance. <br /> <br />Ms. Carlson trom Lino Lakes indicated her Council had passed the ordinance on first <br />reading with the 200 feet angling up to the left and left the wording of the joint powers <br />agreement open. <br /> <br />Council Member Capra indicated the language needed to be the same or neither one <br />would be valid. <br /> <br />Ms. Carlson indicated they would look into the sunset clause. <br /> <br />Page La of21 <br />
